. ?? <br />CITY OF NORTH OLMSTED <br />RE50LUTION NO. 2003 - 90 <br />BY: Mayor Musial <br />A RESOLUTION DISPENSING WITH THE RFP PROCESS <br />REQUIRED BY SECTIONS 111.03 ET SEQ. OF THE <br />ADMINISTRATIVE CODE, AUTHORIZING THE MAYOR TO <br />ENTER INTO A RENEWAL AGREEMENT WITH JEFFREY A. <br />GRi1SENMEYER & ASSOCIATES, ING, FOR AN ADDITIONAL <br />ONE YEAR TERM, TO SERVE AS PI.ANS EXAMINER FOR THE <br />NORTH OLMSTED BUILDING DEPARTMENT, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, this Council, following the retirement of City Engineer Paul Deichmann, <br />adopted Resolution No. 2003-10 on January 21, 2003, authorizing the Mayor to enter into a <br />contract with Jeffrey A. Grusenmeyer & Associates, Inc. for a six-month term to provide plans <br />examiner services for the City of North Olmsted; and <br />WHEREAS, the new City Engineer, hired during said six month term, is not licensed to <br />perform plans examinations and therefore it is necessary for the City to continue to contract for <br />said services; and <br />WHEREAS, it is the recommendation of the Building Commissioner that the City <br />renew its contract with Jeffrey A. Grusenmeyer & Associates, Inc., to continue to provide <br />services for the next one year period as the City's Plans Examiner; and <br />WHEREAS, the City Charter does not require competitive bidding in order to award <br />such a public contract because it is for professional services, but does require approval of the <br />Board of Control if expenditures under the contract exceed $15,000.00; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Mayor to enter <br />into a renewal agreement with Jeffrey A. Grusenmeyer & Associates, Inc. to serve as Plans <br />Examiner for the City of North Olmsted Building Department for an additional one-year term; <br />and <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That, upon approval of the Board of Control, the Mayor be and is <br />hereby authorized to enter into a renewal agreement with Jeffrey A. Crrusenmeyer & <br />Associates, Inc. to serve as Plans Examiner for the City of North Olmsted Building <br />Department for a one-year term. Said agreement sha11 be in the form of the Agreement <br />attached to this Resolution as "Exhibit A," with only such changes therein as are not <br />
