ST ??a <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2003 - 66 <br />By: Council Members Miller, Kasler, Gareau, McKay, Nashar and Dailey <br />A RESOLUTION EXPRESSING THIS COUNCIL'S COMMITMEIVT <br />TO APPROPRIATE AND TRANSFER FISCAL YEAR 2003 <br />CARRYOVER FUNDS IN FISCAL YEAR 2004 TO THE CITP'S <br />FOUR (4) SPECIAL FUNDS FROM WHICH FUNDS WERE <br />LEGISLATIVELY REDIRECTED IN FISCAL YEAR 2003, IF IT IS <br />FISCALL Y RESPONSIBLE IN FISCAL YEAR 2004 TO DO SO. <br />WHEREAS, this Council, on March 4, 2003, upon the recommendation of the <br />Mayor and the Director of Finance, adopted Ordinance Nos. 2003-28, 2003-19, 2003-20 <br />and 2003-21, which redirected to the general fund, for the year 2003 only, certain <br />revenues which otherwise would have been credited in the year 2003 to the Emergency <br />Metiical Services Fund, the Stop Program Fund, the Casualty Loss Fund, and the <br />HoteUMotel Tax Fund; and <br />WHEREAS, while adopting these Ordinances enabled the Administration to <br />balance the City's budget for the fiscal year 2003, without increasing taxes or <br />administratively laying off additional City empioyees, it also has resulted in a decrease in <br />the amount which the City will be able to pay in the year 2003 on the principal of certain <br />City debt and further has resulted in a reduetion in the amount of funds that will be <br />available in the four subject special funds for future City capital expenditures and <br />improvements; and <br />WHEREAS, it the desire of this Council to express its commitment to adopt a <br />permanent appropriations measure in fiscal year 2004 that will appropriate and transfer <br />fiscai year 2003 carryover funds, if it is fiscally responsible to do so, to the said four <br />special funds in the amounts redirected to the general fund by the aforesaid Ordinances <br />adopted by this Council, in order to make every reasonable effort to restore to these <br />special funds monies that will be needed for future capital improvement projects and to <br />accelerate principal debt reduction in a fiscally responsible manner; and <br />WHEREAS, the Director of Law has advised this Council that it may not legally <br />provide for this Resolution to be binding on this or any future City Council, and, <br />accordingly, this Council expressly states that it is its intent to adopt herein a non-binding <br />Resolution only in this matter; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUY.AHOGA AND STATE OF OHIO: <br />
