c <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2003 - 3 <br />BY: Mayor Musial <br />44*,. <br />A RESOLiITION AUTHORIZING THE MAYOR OF THE CITY OF <br />NORTH OLMSTED TO EXECUTE AN AMENDED AGREEMENT <br />WITH THE WESTSHORE COIINCIL OF G4VERNMENTS ("COG') <br />MUNICIPAL CORPORATIONS, IN ORDER TO EXTEND TO ALL <br />WESTSHORE ENFORCEMENT BUREAU ("WEB') SPECIAL <br />AGENTS THE SAME AUTHORITY PREVIOiISLY GRANTED TO <br />THE WEB SPECIAL AGENT-IN-CHARGE, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the City of North Olmsted has been a member of the Westshore Council of <br />Governments ("COG"), which includes the cities of Bay Village, Fairview Park, Lakewood, <br />Westlake, North Olmsted, and Rocky River, since 1971; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to execute an amended <br />agreement with the said COG municipal corporations, in order to authorize all Westshore <br />Enforcement Bureau ("WEB") special agents to have the same law enforcement authority in the <br />COG communities previously granted in an earlier amended COG agreement to only the special <br />agent-in-charge; <br />NOW THEREFORE, BE IT RESOLVED BY THE COiINCIL OF THE CITY OF <br />NORTH OLMSTED, COUIVTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he hereby is authorized to execute an amended <br />agreement with the municipal corporations of the Westshore Council of Governments ("COG") <br />in the form and substance of the "Agreement for Establishment of Westshore Council of <br />Governments," attached to this Resolution and marked as "Exhibit A." <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that it is necessary that tlus Resolution immediately go into effect because the <br />amended agreement must be received by the Ohio Peace Officers Training Academy by <br />February l, 2003, and further provided it receives the affirmative vote of two-thirds of the <br />members of this Council, it shall take effect and be in force immediately upon its approvai by the <br />Mayor. <br />
