CITY OF NORTH OLMSTED <br /> <br />RESOLUTION N0: j ~ , ~ <br />AN EMERGENCY ORDINANCE AUTHORIZING AND <br />DIRECTING THE MAYOR OF THE CITY OF NORTH <br />OLMSTED TO ENTER INTO AN AGREEMENT FOR <br />THE ESTA.BLISHt+fiENT OF THE WEST SHORE <br />COUNCIL OF GOVERNMENTS. <br />WHEREAS, Chapter 167 of the Ohio Revised Code, provides that govern- <br />ing bodies of two or more Municipal Corporations or other political subdivisions <br />may enter into an Agreement with each other for the establishment of a regional <br />council consisting of such subdivisions, which Council shall have the powers and <br />duties as set forth in said Chapter, and <br />WHEREAS, this Council hereby determines that the public, peace, health, <br />safety and welfare of the City of North,Olmated and its inhabitants will be <br />thereby promoted and preserved by membership of the City in a council of govern- <br />ments consisting of the municipalities of Bay Village, Fairview Park, Lakewood, <br />North Olmsted, Rocky River and Westlake, established pursuant to Chapter 167 of the <br />Ohio Revised Code, and <br />WHEREA4, the purpose of the proposed West Shore Council of Governments <br />is to foster cooperation between municipalities in all areas of municipal service, <br />including, but shall not be limited to, the effective exchange of information, <br />pooling of manpower and resources for more efficient solutions to specific problems, <br />the application for federal loans and grants, the creation of agreements dealing <br />with reciprocal service, mutual aid, and parallel action, and the exchange of ideas <br />relating to areawide interest, and <br />WHEREAS, this ordinance constitutes an emergency measure for the immediate <br />preservation of the public peace, health, and welfare and for the usual daily <br />operation of a municipal department, <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of North <br />Olmsted, State of Ohio: <br />Section 1. That the Mayor be authorized and directed to execute a <br />membership agreement of the West Shore Council of Governments in fhe form and content <br />presented to this Council, attached to this ordinance, made a part hereof and marked <br />"Exhibit A". <br />Section 2. That the Mayor is hereby approved as delegate to the West <br />Shore Council of Governments and is hereby directed to report to this Council and <br />keep it informed as to the programs, functions and activities of the West Shore <br />Council of Governments as they may affect or be of interest to this City and its <br />inhabitants. <br />Section 3.
