<br />BY: <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 73- ~ ~~ <br />AN ORDINANCE ESTABLISHING CHAPTER 1£I03.OF <br />PART THIRTEEN, TITLE ONE OF THE CODIFIED <br />ORDINANCES, ENTITLED "HEAT AND AIR CON- <br />DITIONING INSULATION STANDARDS ". <br />BE IT ORDAINED by the Council of the City of North Olmsted, <br />State of Ohio <br />Section 1. That there is hereby established Chapter 1303, entitled "Heat <br />and Air Conditioning Insulation Standards "for residential dwellings, multiple <br />dwellings and educational structures of Part Thirteen entitled, "Building Code ", <br />Codified Ordinances of the City of North Olmsted and the various sections set <br />forth as follows <br />Section 130 3.01 National Warm Air Heating and Air Conditioning Code <br />The National Warm Air Heating and Air Conditioning Code, <br />Seventh Edition, effective 1964 and all subsequent amend- <br />ments thereto are adopted , as provided by Ohio Revised <br />Code 731.231, in its entirety, and becomes a part of the <br />ordinances of North Olmsted, except for the following ex- <br />ceptions. <br />Section 1303.02 Concrete Slabs on Ground. <br />Structures having concrete slabs on ground and heated with <br />warm air and used as habitable areas, shall be constructed <br />as outlined in Manual 4, Ninth Edition of the National En- <br />vironmental Systems Contractors Association. Heat :losses <br />through slab on ground floors shall be calculated in accordance <br />with the perimeter method outlined in manuals of the National <br />Environmental Systems Contractors Association, or by an <br />approved equivalent method. A perimenter heating system for <br />concrete slabs on ground shall be installed as defined in <br />National Warm Afr Heating and Air Conditioning Code, Article <br />200.7. <br />Section 1303.03 Crawl Space Area Below Living Area . <br />The walls and floor surfaces of the crawl space shall be tested <br />as outlined in Manual ~, Section 9, of the National Environmental <br />Systems Contractors Association. <br />Section 1303.04 Insulation Standards. <br />That every new dwelling structure, single or multiple, or <br />educational building shall have properly installed thermal <br />insulation with the resistance factor of R-19 in or under the <br />roof or in or above the uppermost ceiling of the structure or <br />building, and shall have properly installed thermal insulation <br />with the resistance factor of R-Il inside the outermost exterior <br />sidewalls . <br />Installed insulation shall form a complete thermal blanket <br /> <br />
