<br />A RESOLUTI ON DECLARI NG THE I NTENT TO COOPERATE AND
<br />PARTI CI PATE WI TH THE NORTHEAST OHI O AREAWI DE CO-
<br />ORDINATING AGENCY, AND DECLARING AN EMERGENCY.
<br />•. WHEREAS, for the purpose of responding to the needs engendered by
<br />Title II of the Demonstration Cities and Metropolitan Development Act of
<br />1965, Section 701 of the Housing Act of 1954, as amended, and other perti-
<br />nent federal and state statutes and programs, an areawide coordinating
<br />agency has been established for the Northeast Ohio Area, including the
<br />Metropolitan areas of Cleveland, Akron, and Lorain-Elyria, and the coun-
<br />ties of Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, and Summit Counties;
<br />and
<br />WHEREAS, an areawide board has been established consisting of the
<br />county commissioners from the participating counties, three elected officials
<br />from each county among the mayors, city managers and township trustees, the
<br />Mayor of the City of Cleveland; and the Department of Urban Affairs of the
<br />State of Ohio for review of projects concerned with but not limited to open
<br />space land projects, hospitals, airports, libraries, water supply and distri-
<br />bution facilities, sewerage facilities and waste treatment works, highways,
<br />transportation facilities, and water development and land conservation pro-
<br />jects, and for the maintenance, support and initiation of comprehensive area-
<br />wide planning in the region; and
<br />WHEREAS, Ohio law empowers local political subdivisions to contract
<br />with each other on matters necessitating such contract, when such matters are
<br />in the power of any subdivision to do singly; and
<br />WHEREAS, the areawide board has adopted a constitution of by-laws
<br />empowering it to comprehensively plan and to review projects and programs for
<br />the region, and having all powers necessary and incident thereto; and
<br />WHEREAS, the Council of the City of North Olmsted has determined that
<br />it is for the best interest for the City of North Olmsted and its citizens to
<br />participate in and cooperate with the Northeast Ohio Areawide Coordinating
<br />Agency.
<br />NOW, THEREFORE, BE I T RESOLVED by the Counci l of the Ci ty of North
<br />Olmsted, State of Ohio:
<br />Section l: This subdivision cooperate with said agency and with its
<br />boards, including the Areawide Coordinating Board; Council, imaluding the Coun-
<br />cil of Planning Directors and Regional and County Commissions; and committees
<br />in carrying out its enumerated powers and purposes as set forth in its con-
<br />stitution and by-laws.
<br />Section 2: Said cooperation does not constitute a waiver of any
<br />authority to do or not to do any act that this political subdivision may do by
<br />itself under authority of the law.
<br />Section 3: It is the intent of the participating political subdivi-
<br />sions that the agency shall be a continuous, cooperative, comprehensive and
<br />areawide agency.
<br />Section 4: The clerk of this political subdivision be, and she is
<br />hereby directed to copy this resolution into the records of this body, and for-
<br />ward a certified copy of said resolution to the Northeast Ohio Areawide Coordin-
<br />ating Agency, c/o Robert Brown, President, Box 169, Ravenna, Ohio.
