<br />A RESOLUTION DECLARING THE NECESSITY TO EXPEDITE THE
<br />CONSTRUCTION OF RELOCATED S.R. 252 FROM THE SOUTH
<br />CORPORATION LINE TO THE I-480 INTERCHANGE, AND
<br />DECLARIN6 AN EMERGENCY.
<br />WHEREAS, on May 20, 1969, the City of North Olmsted passed
<br />Ordinance No. 69-123 whereby the City of North Olmsted agreed to cooperate with
<br />a nd gave consent to the Director of the State of Ohio, Department of
<br />Transportation for the construction and relocation of State Route 252, and
<br />WHEREAS, ReSolution No. 77-43 was passed by City Council on April 5,
<br />1977, urging the State of Ohio, Department of Highways, to expedite the
<br />construction of Relocated S.R. 252 within the City of North Olmsted in order
<br />to eliminate the haZardous conditions, and
<br />WHEREAS, the culvert of existing State Route 252, Columbia Road,
<br />located approximately 1200feet south of Butternut Ridge Road, originally
<br />constructed in 1907, lengthened in 1909, in 1910, and again in 1924, has over
<br />a period of many years been deteriorating to the point where the public is
<br />endangered, and
<br />WHEREAS, the condition of the east headwall, 8 feet by10.5feet,
<br />reinforced concrete box culvert, as constructed in 1924, has deteriorated to
<br />the point where the stability of the road embankment is jeopardized, and
<br />IJHEREAS, on February 26, 1981, at approximately 4:00 p,m., S.R. 252
<br />was partially closed by restricting travel across the deteriorating culvert to
<br />southbound traffic only, and
<br />WHEREAS, travel across S.R. 252 over the culvert may have to be
<br />totally closed as the culvert continues to deteriorate, and
<br />WHEREAS, the existing culvert is proposed to be completely removed,
<br />and a new longer culvert constructed in approximately the same location as
<br />part of the relocation of S.R. 252, and
<br />WHEREAS, canstruction plans, specifications and estimates of cost
<br />have been essentially completed by the State of Ohio's consultant,
<br />Alden E. Stilson 6 Associates, Ltd.
<br />NOW, THEREfORE. BE IT RESOLVED THAT THE CITY OF NORTH OLMSTED
<br />REQUESTS THE FQLLOWING:
<br />SECTIOrI 1: That the State of Ohio advance the date of construction
<br />for the re ocaT Lion of S.R. 252 from the City's south corporation line to the
<br />1-480 interchange so that the public safety will not be jeopardized, and the
<br />public will not be inconvenienced for a prolonged period of time.
<br />SECTION 2: That the plans, which are essentially complete, be
<br />reviewed an? approved, that right of way be purchased and that the contract
<br />for construction be advertiseA and awarded without further delay.
