CITY OF NORTH OLMSTED <br />ORDINANCE N0. 83- 91 <br />BY: YVONNE PETRIGAC <br />?, g3 <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE <br />ELECTqRS OF THE CITY OF NORTH OLMSTED OF A PROPOSED <br />AMENDMENT TO THE CHARTER OF THE CITY OF NORTH OLMSTED <br />RELATING TO THE ESTABLISHMENT WITHIN THE DEPARTMENT <br />OF HUMAN RFSQtJRCES, A DIVISION OF AGING, AND A DIVISION <br />OF YOUTH DEVELOPMENT, AND DECLARING AN EMERGENCY. <br />WHEREAS, pursuant ta the Charter of the City and Constitution <br />of the State of Ohio, this Council has determined to authorize and <br />direct the submission to the electors of the City of North Olmsted <br />of a proposed Charter amendment hereinafter set forth at the <br />General Election to be held on November 8, 1984, which election <br />is not less than sixty (60) days nor more than One Hundred Twenty <br />(120) days from the date of the passage of this Ordinance. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO, TWO-THIRDS <br />OF ALL MEMBERS CONCURRING: <br />SECTION 1: That this Council hereby authorizes and directs <br />the su mission to the electors of the City of North Olmsted at <br />the General Election to be held at the usual places of voting in <br />the City on Tuesday, November 8, 1983, the following proposal to <br />amend the Charter of the City of North Olmsted: <br />P_ropo?sal That Section 6 of Article V of the Charter <br />enti_t?e3 "Director of Human Resources" be amended to <br />include therein a provision for the establishment of <br />a division entitled "Division of Aging, and a Division <br />of Youth Development", which shall be designated <br />Paragraphs A and B of Article V to read as follows: <br />ARTICLE V <br />SECTION 6. DIRECTOR OF HUMAN RESOURCES. <br />The director of Human Resources shall have charge of <br />the Department of Human Resources. He shall not hold any other <br />elective or appointed office or other full time employment, public <br />or private. He shall be charged with the duty of providing a <br />central resource wherein individuals with personal problems can <br />obtain assistance or information concerning the solving of their <br />problems. The Director shall also develop, cultivate, and bring <br />together, the human resources in the community in assisting <br />persons with personal problems. He shall encourage and worlc with <br />public and private agencies in establishing facilities and programs <br />within the City that deal with the needs such as marriage and <br />family counseling, problems of inentally or physically handicapped <br />persons, and the needs of the elderly, and shall further direct <br />or bring together individuals willing to donate their time or <br />services in helping others with various personal problems. The <br />Director of said Department sha11 be responsible for and have <br />included within his Department, a Division of Aging and a Division <br />of Youth Development. He shall perform such other duties consistent <br />with his office and may be required by this Charter, by ordinance <br />of Council, or as directed by the Mayor.
