r . .?. <br />. <br />CITY OF NOR1H OLMSTED <br />ORDINANCE N0. 85-98 <br />BY: <br />AN ORDINANCE PROVIDING FOR THE Si1BMISSION TO THE <br />ELECTORS OF THE CITY OF NORTH OLMSTED OF A PROPOSEn <br />ANENDME:VT TO THE CFIARTER OF THE CITY OF NORTH <br />OLMSTED RELATING TO THE ESTABLISHrENT OF A COi1NCIL <br />RULE PROVIDING FOR N'INORITY REPRESENTATION ON <br />STANDING C(MMITTEES OF COUNCIL, AS RECOMMENDED <br />BY THE G-IARTER R.FVIEW COMMISSION AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the Charter Review ComQnission of the City of North Olmsted, <br />appointed pursuant to Article XIV o_f the Charter of the City of North <br />Olmsted, has filed its report of recommended amendments to the Charter <br />with this Council. <br />NOV, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THF CITY OF NORTH <br />OLMSTED, COtJN'TY OF CUYAHOGA ANT) STATE OF OHIO, TWO-1HIRDS OF ALL MHMBERS <br />CONCCTRRING : <br />SECTION 1: That this Cotmcil hereby authorizes and directs the <br />submissi no the electors of the City of North Olmsted at the General <br />Election to be held at the usual places of voting in said City on 'Itiiesday, <br />November 5, 1985, the following separate proposal to amend the Charter of <br />the City of North Olmsted: <br />Pro osal: That Section 9 of Article IV of the Charter be amended to <br />inclu evision requiring the adoption of a rule of Council to provide <br />for minority representation on s t an din g committees of Council, such <br />amended Section 9 of Article IV to read as follows: <br />ARTICLE IV <br />THE COUNCIL <br />SECTION 9: RULES AND JOURNAL OF COi?iCIL <br />Council shall adopt its own rules, regulations or by-laws and shall <br />keep a journal of all its proceedings. The Journal shall be open for <br />public inspection at all reasonable times. The voting upon any ordinance, <br />resolution or motion shall be by roll call and the vote of each Councilman <br />entered upon the Journal. <br />Among the rules it adopts, Council shall provide for the appointment <br />of its members to the various standing committees. In so providing, Council <br />shall guarantee that each member of a minority party shall be appointed to <br />at least one standing committee, selected by his party. Such selections <br />shall be made by agreement of the members of each minority party, but in <br />no event shall Council be required to appoint more than one m ino rity party member <br />to any one standing committee. In the event members of a minority party <br />fail to agree among themselves, or two or more minority parties desire <br />to place a member on the same standing committee of Council, then Council <br />shall appoint to that corrm?ittee the minority party member with greatest <br />seniority on Council. For purposes of this Section of the Charter, <br />"minority party" shall mean any political party having at least one member
