, .i . <br />CITY OF NORTH OLMSTED <br />KESOLUTION N0. 85- 25 <br />BY: Mrs. Saringer <br />A RESOLUTION OPPOSING THE PROPOSED MOTOR <br />VEHICLE EMISSIONS INSPECTION AND MAINTENANCE <br />PROGRAM FOR THE STATE OF OHIO. <br />WHEREAS, recent hearings have been held in Cuyahoga <br />the purpose of establishing a Motor Vehicle Emissions <br />Maintenance Program for the metropolitan Cleveland and <br />within the State of Ohio; and <br />County, Ohio, for <br />Inspection and <br />Cincinnati areas <br />WHEREAS, the implementation of such Program would require an annual <br />inspection of all motor vehicles within the affected metropolitan areas for <br />the purpose of certifying individual vehicles as to compliance with certain <br />emissions standards; and <br />WHEREAS, an annual inspection of all motor vehicles owned by persons <br />within the City of North Olmsted, Ohio, as proposed by means of this <br />Program, would cost approximately $35.00 per vehicle annually, not <br />including the cost of any repair and rnaintenance to the emissions system of <br />such vehicles; and <br />WHEREAS, this Council finds that the annual cost of inspection places <br />an undue burden upon the citizens of the City of North Olmsted, Ohio, <br />particularly our older citizens presently living on fixed incomes, and our <br />disadvantaged citizens whose motor vehicles are generally of an older and <br />used character but, nevertheless, are the only means of communication with <br />the workplace and the community at large; and <br />WHEREAS, the supporting data proporting to substantiate the need for <br />the Program in the metropolitan Cleveland area is substantially weaker than <br />data for the Ohio Valley area in and about metropolitan Cincinnati and <br />other areas of the country such as the Los Angeles Basin area. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That this Council firmly opposes establishment of a Motor <br />Vehicle Emissions Inspection and Maintenance Program proposed for <br />metropolitan Cleveland, Ohio, as placing an undue financial burden upon the <br />citizens of North Olmsted, Ohio,withqut substantial consequent benefit. <br />SECTION 2: That this Council opposes any vehicle inspection program <br />wherein an annual fee for such inspection, and an additional cost for <br />repair, if necessary, is such as to further financially burden the citizens <br />of the City of North Olmsted, Ohio without consequent substantial benefit. <br />SECTION 3: That the Clerk of Council be, and she is hereby authorized <br />and directed to send a certified copy of this Resolution to Senator Gary <br />Suhadolnik, Representative Jeffrey Jacobs and the Ohio Environmental <br />Protection Agency, and such other interested parties as the Clerk may deem <br />to have an interest in passage of said Resolution. <br />SECTION 4: That this Resolution shall take effect and be in force <br />from and after the earliest period allowed by law.
