CITY OF NORTH OLMSTED <br />RESOLUTION N0. 87 - 51 <br />BY: THE MAYOR AND THE ENTIRE COUNCIL <br />A RESOLUTION URGING THE PUBLIC .UTILITIES COMMISSION OF <br />OHIO TO DENY THE POWER RATE INCREASE REQUESTED BY THE <br />CLEVELAND ELECTRIC ILLUMINATING COMPANY, AND DECLARING <br />AN EMERGENCY, AS AMENDED. <br />WHEREAS, the Cleveland Electric Illuminating Company (CEI) currently <br />has before the Public Utilities Commission of Ohio (PUCO) a request for an <br />increase in rates in Case No. 86-2025-EL-AIR, and <br />WHEREAS, CEI has been awarded by the PUCO $524 million in increases <br />in seven rate cases since 1977, and <br />WHEREAS, in Case No. 86-2025-EL-AIR, CEI has requested an increase <br />in rates of $256 million, the largest rate increase request in the history <br />of the PUCO, and <br />WHEREAS, the rates requested by CEI, if granted in full, will result <br />in rate increases to residential customers of 227, to commercial customers <br />of 13~, and <br />WHEREAS, over 70~ of the increase requested by CEI is directly <br />attributable to expenses. required for the operation of the .Perry Nuclear <br />Power Plant (Perry), and <br />WHEREAS, this cost of the unneeded power produced by Perry is more <br />than twice the cost to consumers of .the power produced by CEL's other <br />generating facilities, which are more than adequate to meet .the needs of <br />CEI's customers, and <br />WHEREAS, consumers should not be forced to pay for this "uneconomic <br />excess capacity". <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF .NORTH OLMSTED, <br />COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Council and the Mayor of the City of North Olmsted <br />call on the PUCO to minimize the rate increse to CEI consumers, and particularly <br />to take strong steps to eliminate from any rate increase .the cost of uneconomic <br />excess capacity resulting from the operation of the Perry Nuclear Fower Plant, <br />SECTION 2: That the Clerk of this Council. is hereby directed to send <br />certified copies of the Resolution. to the Members of the. Public Utilities <br />Commission, Governor Richard Celeste, State Representative James Petro, State <br />Senator Gary Suhadolnik, House Speaker Vernon Riffe, and Senate President <br />Paul Gilmore. <br />
