CITY OF NORTH OLMSTED <br />ORDINANCE N0. 87 - 26 <br />BY: MR. RADEMAKER <br />AN ORDINANCE AUTHORIZING AND DIRECTING DON COPELAND <br />TO MAKE APPLICATION ON BEHALF OF THE CITY OF NORTH <br />OLMSTED FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br />FOR THE FISCAL YEAR 1987 AND 1988, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, this Council, after Public Hearing, has determined that the <br />City of North Olmsted qualifies for Community Development Block Grand Funds; <br />and <br />WHEREAS, this City has designated one activity, named the Cook Road <br />Waterline Project, as being eligible for funding through Community Development <br />Block Grand Funds; and <br />WHEREAS, said project consists of designating $200,000 for Fiscal Year <br />1987 and $200,000 for Fiscal Year 1988. Fiscal Year 1988 funding is contingent <br />upon the size of the Cuyahoga County entitlement in Fiscal Year 1988 and based <br />upon satisfactory progress on the first year portion of the project; and <br />WHEREAS, the majority of the Cook Road Waterline Project is located in <br />a lower income area in Olmsted Township; and <br />WHEREAS, the City of North Olmsted prefers a joint application with <br />Olmsted Township, based on the economic development benefits and benef its <br />to low and moderate income persons in both communities; and <br />WHEREAS, the City recognizes that it is necessary to adopt an ordinance <br />indicating there is authority to apply for said Community Development Block <br />Grant Funds. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, <br />COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize and direct Don Copeland <br />to apply for Community Development Block Grant Funds for Fiscal Years 1987 and <br />1988. Included in the application shall be the aforesaid project. <br />SECTION 2: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, <br />and for the further reason that it is immediately necessary for the City to file an <br />application for Community Development Block Grant Funds on or before March 23, 1987, <br />and further, provided it receives the affirmative vote of two-thirds of all members <br />of Council, it shall take effect and be in force immediately upon its passage and <br />approval by the Mayor. <br />PASSED: <br />771au~ /~ /9f 7 <br />ATT <br />ORENCE E.
