CITY OF NORTH OLMSTED <br />RESOLUTION N0. 88-56 <br />BY MAYOR PETRIGAC AND ALL MEMBERS OF COUNCIL <br />A RESOLUTION SUPPORTING THE PASSPORT PROGRAM AND URGING <br />OHIO TO INCREASE FUNDING FOR PASSPORT SUFFICIENT ENOUGH <br />M ENABLE TEE PROGRAM TO BE ESTABLISHED IN CUYAHOGA <br />COUNTY. <br />WHEREAS: The elderly population is the fastest growing population in <br />Ohio, the greatest growth occurring in persons aged 75 and over; and <br />WHEREAS: The population aged 75 and over suffers from increased chronic <br />illnesses, and 40% of the persons in this age group are categorized as frail <br />and impa.ired; and <br />WHEREAS: An effective system of long-term care for older persons requires <br />a continuum of services, including quality nursing home care for those who <br />live in this setting and quality community-based alternatives; and <br />WEEREAS: The Ohio Department of Aging has reported that Ohio spends over <br />$600,000,000.00 a year on nursing home care for those who cannot afford to <br />pay, but spends only $60,000,000.00 a year on home care; and <br />WHEREAS: Ohio has established the PASSPORT Program to serve low income <br />older persons in their homes and to slow the growth in Medicaid nursing home <br />spending; and <br />WH?,'REAS: The Ohio Department of Aging reports that in 1987 the average <br />monthly cost to Medicaid for care in a nursing home was $1537 a month and the <br />average cost of care in the corrmunity under the PASSPORT Program ranged from <br />$390 to $490 a month; and <br />WHEREAS: In Cuyahoga County 25% of the 65 and over population is below <br />the poverty level and few long-care options short of institutionalization exist <br />for poor chronically impaired older persons; and <br />WHEREAS: Cuyahoga County has the largest older population of Ohio's 88 <br />counties, with an estimated 200,000 persons aged 65 and over and approximately <br />80,000 persons aged 75 and over; and <br />WHIIZEAS: PASSPORT is currently operational in 12 Ohio counties (QZampaign, <br />Darke, Franklin, Hamilton, Logan, Madison, Miami, Portage, Preble, Shelby, <br />Summit and Union) but is not yet available in Cuyahoga County:
