CITY OF NORTH OLMSTED <br />Ordinance No. 91 -29 <br />BY = patr~ cia Bahas <br />AN ORDINANCE IDENTIFYING AND DESIGNATING AN <br />IMPROVEMENT TARGET AREA (ITA) FOR THE CITY <br />OF NORTH OLMSTED FOR FISCAL YEAR 1991, <br />(17TH YEAR), COMMUNITY DEVELOPMENT BLOCK GRANT <br />PROJECTS AND FOR THE NEIGHBORHOOD BUSINESS <br />DISTRICT REVITALIZATION PROGRAM, AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, This Council., after public hearing, has determined <br />the City of North Olmsted qualifies for Community Development <br />Block Grant funds; and <br />WHEREAS, The <br />deserving of being <br />funds; and <br />WHEREAS, the <br />Grant projects. are <br />national objective <br />City has designated two projects which are <br />funded by Community Development Block Grant <br />City recognizes that Community Development Block <br />subject to eligibility criteria referred to as <br />s; and <br />WHEREAS, one specific national objective is to aid in the <br />elimination or prevention of slums and blight; and <br />WHEREAS, geoghaphic areas that meet the requirements of the Ohio <br />Revised Code to be defined as a slum or blight area and that are <br />identified based on a building condition and infrastructure survey <br />are known as Improvement Target Areas; and <br />WHEREAS, Improvement Target Areas have been identified through- <br />out the Urban County, which includes the City of North Olmsted, and <br />have been approved by HUD; and <br />WHEREAS, The City is required to approve by legislation an <br />Improvement Target Area when proposed Community Development Block <br />Grant activities will serve the ITA; and <br />WHEREAS, the Fiscal Year 1991 projects of the Improvement of <br />Elm Road and Improvement of Sewers on Fleharty Road are located in <br />a Low and Moderate Income Area a.nd adjacent to an ITA and by their <br />improvemnt will serve the ITA; and <br />WHEREAS, the City desires to participate in the Neighborhood <br />Business District Revitalization Program and is required to target <br />through identification and designation a specific ITA for this <br />pa.rticipation_ <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO= <br />
