CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2012 - 81 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING THE MAYOR, ON BEHALF OF THE <br />CITY OF NORTH OLMSTED, TO ENTER INTO A MUNICIPAL AGENCY <br />AGREEMENT WITH THE CUYAHOGA COUNTY LAND REUTILIZATION <br />CORPORATION, AND DECLARING AN EMERGENCY." <br />WHEREAS, the Cuyahoga County Land Reutilization Corporation is authorized to <br />acquire and demolish abandoned nuisance properties, particularly the removal of nuisance <br />properties through demolition to preserve public safety, aesthetic appearance and property values <br />in neighborhoods; and <br />WHEREAS, the Cuyahoga County Land Bank identifies properties for demolition based <br />on physical condition, local input and other criteria, which demolition policies and activities are <br />structured carefully in accordance with the wishes of the municipality; and <br />WHEREAS, upon demolition of structures, vacant parcels are either held for future <br />development, transfened to the respective municipality, cleaned and greened, or converted to <br />other productive uses consistent with local priorities; and <br />WHEREAS, this agreement will allow the Land Bank to act as the agent of the City in <br />connection with removing, repairing, securing insecure, or demolishing unsafe, structurally <br />defective, abandoned, deserted, or open and vacant buildings or other structures, making <br />emergency corrections of hazardous conditions, or abating any nuisance, including high weeds, <br />overgrown brush, and trash and debris from vacant lots. <br />WHEREAS, this Council desires to enter into an Agency Agreement with the Cuyahoga <br />County Land Reutilization Corp. to assist the City in addressing vacant and abandoned <br />residential structures that constitute or contribute to nuisance conditions. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to enter into a renewed <br />Agreement with the Cuyahoga County Land Reutilization Corporation to assist the City in <br />addressing vacant and abandoned structures and to request financial assistance in connection <br />with the cost of nuisance abatement, a copy of which is attached hereto as Exhibit "A" and <br />incorporated herein by reference, which is in all respects hereby approved, subject to any changes <br />as may be required by the Director of Law. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further
