CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2013 - 19 <br />BY: Mayor Kennedy <br />AN ORDINANCE DISPENSING WITH A FORMAL RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT <br />WITH JOHN PATRICK PICARD ARCHITECT, INC., TO PROVIDE <br />ARCHITECTURAL SERVICES FOR THE RENOVATION OF THE <br />NORTH OLMSTED POLICE STATION, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, as a result of a competitive selection process in 2008, John Patrick Picard <br />Architect, Inc. was selected to conduct the citywide facilities assessment for compliance with <br />the Americans with Disabilities Act ("ADA") and, based on this unique and specialized <br />expertise, has been selected to provide design services for ADA improvements at the <br />Community Cabin, Oxcart Pantry, Senior Center and North Olmsted Park; and <br />? WHEREAS, the City has been satisfied by the professional ADA assessment and <br />design services provided by this architect in past projects since 2008, which have also <br />contributed to the identification of the scope of work for improvement of North Olmsted <br />Police Department; and <br />WHEREAS, in 2012 Council approved funding legislation for improvements to the <br />North Olmsted Police Station to be appropriated in 2013; and <br />WHEREAS, Section 112.10(c) of the Administrative Code provides that as an <br />exception to the RFP process, the City, upon approval of the Council, need not conduct a <br />formal RFP if the services sought are of such a unique or specialized nature that conducting <br />additional process will not likely result in obtaining more qualified proposals; and <br />WHEREAS, it is accordingly the desire of this Council, in light of the continuing <br />professional relationship, as well as the unique or specialized nature of the ADA assessment <br />services, to authorize the Mayor to enter into an agreement with John Patrick Picard Architect, <br />Inc., for the purpose of providing professional design services for improvement of the City of <br />North Olmsted Police Station. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />? SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Administrative Code is hereby dispensed with by reason of the continuing professional <br />relationship between the City of North Olmsted and John Patrick Picard Architect, Inc., and
