CITY OF NORTH OLMSTED <br />RESOLUTION N0.2010 - 7 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING AND DIRECTING THE DIRECTOR OF <br />PLANNING TO MAKE APPLICATION ON BEHALF OF THE CITY OF <br />NORTH OLMSTED FOR AN OHIO EPA STORM WATER IMPROVEMENT <br />FUND GRAINY TO ADDRESS STORM WATER RUNOFF ISSUES AT THE <br />NORTH OLMSTED CITY HALL PARKING LOT; FURTHER <br />AUTHORIZING THE MAYOR TO ACCEPT THE GRANT IF AWARDED; <br />AND TO EXECUTE A CONTRACT WITH THE OHIO EPA, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the State of Ohio Environmental Protection Agency Storm Water <br />Improvement Fund is offering grants of up to $300,000.00 for the implementation of projects in <br />Cuyahoga County that address nonpoint source pollution and storm water runoff with the <br />objectives of improving storm water runoff quality and achieving a reduction in water pollution; <br />and <br />WHEREAS, the grant, if awarded, requires no local match of funds; and <br />WHEREAS, the Director Planning and Mayor Kennedy believe that these grant funds <br />should be utilized to reconstruct a portion of the structurally deficient City Hall parking lot <br />adjacent to Dover Center Rd. in an environmentally friendly fashion designed to achieve the dual <br />objectives of improving storm water runoff quality and reducing water pollution, all at no <br />additional cost to the taxpayers of North Olmsted; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Planning to make application for said Ohio EPA Storm Water Improvement Fund for said <br />project, and to authorize the Mayor to accept the EPA grant if awarded; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Director of Planning to <br />prepare, sign and submit an application for the State of Ohio Environmental Protection Agency <br />Storm Water Improvement Fund grant on behalf of the City of North Olmsted for City Hall <br />parking lot reconstruction in the maximum amount of $300,000; and does authorize the Mayor to <br />accept the grant and execute a contract and any and all other necessary papers, if a grant is <br />awarded. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />may make a timely application for the EPA grant funds on or before February 15, 2010, and <br />further, provided it receives the affirmative vote of two-thirds of all members of the Council, it <br />shall take effect and be in force immediately upon its passage and approval by the Mayor. <br />
