CITY OF NORTH OLMSTED ORDINANCE N0.2010 - 98 BY: Mayor Kennedy & Council Member Orlowski AN ORDINANCE AMENDING THE TRAFFIC CONTROL FILE OF THE CITY OF NORTH OLMSTED TO PROVIDE FOR THE INSTALLATION AND ENFORCEMENT OF AN "AUTHORIZED VEHICLE PARKING ONLY" SIGN AT THE WESTERLY TERMINUS OF KENNEDY RIDGE ROAD, UPON ENTERING FROM COLUMBIA ROAD, AND DECLARING AN EMERGENCY. WHEREAS, the City Engineer and Director of Public Safety, upon consultation and review of the "hammerhead" turnaround at the westerly terminus of Kennedy Ridge Road, upon entering from Columbia Road, has recommended a restriction of parking for authorized service vehicles only for the purpose of entry upon property of GCRTA Park-N-Ride facility for mowing and stormwater maintenance activities; and WHEREAS, this Council, based upon said recommendation, has determined that it is in the best interest of the safety, health and welfare of the citizens of the City of North. Olmsted to restrict parking to authorized vehicles only, and accordingly, by the adoption of this Ordinance, authorizes the installation and enforcement of signage to do so; and WHEREAS, Chapter 305 of the Traffic Code provides for the maintenance of the Traffic Control File, which file can be amended only by Ordinance duly adopted by this Council; NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, CUYAHOGA COUNTY, AND THE STATE OF OHIO: SECTION 1: That the Police Department be and is hereby authorized and directed to amend the Traffic Control File of the City of North Olmsted, subject to the approval of the City Engineer that the same is in conformance with the Ohio Manual of Uniform Traffic Control Devices, to indicate thereon the installation of an Authorized Vehicle Parking Only sign to restrict parking of motor vehicles at the westerly terminus of Kennedy Ridge Road, upon entering from Columbia Road, and located in the vicinity of service access to the GCRTA Park-N-Ride facility. SECTION 2: That the Mayor be and is hereby authorized to cause an appropriate sign or signs to be installed on westerly terminus of Kennedy Ridge Road, upon entering from Columbia Road, in accordance with the provisions of this Ordinance and the Ohio Manual of Uniform Traffic Control Devices. SECTION 3: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is necessary that this Ordinance go into effect immediately to eliminate vehicular conflicts, and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
