~~ Q/~- o~ <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2006 - 70 <br />BY: Council Member Barker <br />AN ORDINANCE TEMPORARILY AMENDING THE <br />TRAFFIC CONTROL FILE OF THE CITY OF NORTH <br />OLMSTED IN ORDER TO CLOSE ESTHER AVENUE AT <br />THE FAIR VIEW PARK CORPORATION LINE TO <br />THROUGH TRAFFIC DURING THE CLAGUE ROAD <br />RECONSTRUCTION PROJECT, AUTHORIZING THE <br />PLACEMENT AND INSTALLATION OF ALL APPROPRIATE <br />TRAFFIC CONTROL DEVICES TO EFFECTUATE SUCH <br />TEMPORARY STREET CLOSING, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, as a result of the Clague Road Reconstruction Project, hundreds of motor <br />vehicles traveling north on Clague Road have been diverted onto Esther Avenue, a residential <br />street, which is now being used as a cut through to W. 227t" Street; and <br />WHEREAS, this high number of increased vehicular usage of Esther Avenue poses an <br />immediate health and safety issue for residents, and in particular children, on Esther Avenue; and <br />WHEREAS, the number of vehicles using Esther since the start of the Clague Road <br />construction project has been verified by traffic counts; and <br />WHEREAS, the temporary closing Esther Avenue will not significantly affect general <br />traffic patterns or access to major streets on the east end of North Olmsted; and <br />WHEREAS, it is the desire of this Council to accordingly ameliorate the serious traffic <br />problem that poses a threat to the health and safety of the residents of Esther Avenue, by <br />temporarily closing Esther Avenue at the Fairview Park corporation line in order to eliminate the <br />use of Esther Avenue as a cut through to W. 227`h Street during the period of the reconstruction <br />of Clague Road; <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND THE STATE OF OHIO: <br />SECTION 1: That the Police Department be and the same is hereby authorized and <br />directed to temporarily amend the Traffic Control File of the City of North Olmsted, for the time <br />period indicated below in Section 2, to indicate thereon the temporary closing of Esther Avenue <br />at the Fairview Park corporation line. The Police Department is further authorized and directed <br />to show on said Traffic Control File all traffic control devices, including barriers and signs, in <br />accordance with the Ohio Manual of Uniform Traffic Control Devices (OMUTCD), that are <br />required to effectuate the temporary closing of Esther Avenue at the Fairview Park corporation <br />line. <br />
