~..: <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2006 - 60 <br />BY: Mayor O'Grady <br />AN ORDINANCE DISPENSING WITH A FORMAL RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT <br />WITH MA YFIELD ENGINEERING & CONSTRUCTION <br />MANAGEMENT, INC. TO PROVIDE TEMPORARY ENGINEERING <br />CONSULTING SERVICES TO THE CITY'S ENGINEERING DIVISION, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, the City is presently without the services of a City Engineer; and <br />WHEREAS, vital City construction projects must be begun in the Spring and there is <br />a immediate and pressing need to obtain engineering consulting services to assist the City's <br />Engineering Division in their review and inspection for said projects; and <br />WHEREAS, Section 111.08 of the Administrative Code provides that personal <br />services, including professional services, maybe obtained by the City without following the <br />formal RFP process established by Section 111.03 et seq. of the Administrative Code, when <br />the Mayor determines that an emergency exists requiring immediate action; and <br />WHEREAS, this Council believes, based upon the representation of the Director of <br />Public Service, that an emergency condition requiring immediate action exists warranting <br />dispensing with the RFP process in order to timely secure the professional services needed; <br />and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Mayor to enter <br />into an agreement with Mayfield Engineering and Construction Management, Inc., for the <br />purpose of providing temporary engineering consulting services to the City's Engineering <br />Division for athree-month period; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Sections 111.03 et seq. of the <br />Administrative Code is hereby dispensed with by reason of an emergency condition existing <br />that requires immediate action, and the Mayor be and he hereby is authorized to enter into an <br />agreement with Mayfield Engineering & Construction Management, Inc. to provide temporary <br />engineering consulting services to the City Engineering Division for a three month period. <br />
