BOEHMER <br /> <br />AN ORDINANCE AUTHORIZING THE MAYOR <br />TO ENTER INTO A COOPERATION AGREEMENT <br />WITH THE CUYAHOGA COUNTY BOARD OF <br />COMMISSIONERS FOR THE UTILIZATION OF <br />FUNDS MADE AVAILABLE BY THE HOUSING AND <br />COMMUNITY DEVELOPMENT ACT OF 1974, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the Housing and Community Development Act of 1974 <br />provides for the entitlement of funds for community development <br />purposes for urban counties, and <br />WHEREAS, Cuyahoga County may be designated as an Urban <br />County provided that it secures Cooperation Agreements with various <br />municipalities in Cuyahoga County, and <br />WHEREAS, the Mayor and the Council of the City of North <br />Olmsted encourage the use of "Urban County Entitlement Funds" for <br />needed public improvements in Cuyahoga County and its municipalities, <br />and <br />WHEREAS, the County, in anticipation of applying for a grant <br />for such Urban County Entitlement Funds pursuant to Title I of the <br />Housing and Community Development Act of 1974 for Fiscal Year 1978 <br />through and including Fiscal Year 1980, as described in the <br />application, shall prepare an application for such Urban County <br />Entitlement Funds pursuant to the aforementioned Act for the <br />period hereinabove described, and <br />WHEREAS, no less than forty percent (40%) of the total "Urban <br />County Entitlement Funds" for Cuyahoga County will be expended by <br />the Cuyahoga County Baord of Commissioners on behalf of the <br />participating municipalities to finance eligible community develop- <br />ment activities, programs, and projects in said participating <br />municipalities; and <br />WHEREAS, the distribution of the funds made <br />the above policy shall be allocated and expended <br />participating municipality as closely as possible <br />population of each participating municipality for <br />and projects eligible under the provisions of the <br />Community Development Act of 1974, and <br />available through <br />~n behalf of each <br />according to the <br />plans, programs <br />Housing and <br />WHEREAS, the Mayor of the City of North Olmsted may appoint <br />one (1) member to a Policy Committee whose duty it shall be to assist <br />the Cuyahoga County Baord of Commissioners in the review of all <br />applications, plans, programs, and projects for which Urban County <br />Entitlement Funds" may be used. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is authorized to enter <br />into a Cooperation Agreement with the Cuyahoga County Board of <br />Commissioners for the period commencing Fiscal Year 1978 through <br />and including the last day of the sixth program year as described <br />by the Application for Fiscal Year 1980, authorizing said Board of <br />
