<br />MINUTES OF THE SPECIAL MEETING 8~' 'E'H~ ®9UNCIL
<br />THE CITY OF NORTH OLMSTED, OHIO
<br />MARCH 28, 1961 ~- 8:05 P.M.
<br />Present were Paul J. Gareau, Mayor; Bruce MacDonald, Presi dent of Council; Henry
<br />Caster, Ralph Christman, A.L, Mangani, Li~.3.ian Nicholas, George Par~ter,
<br />Also present were Lloyd E. Barnes, Service Director; C. J. Oviatt, Solicitor;
<br />James T. ~~Jilson, Safety Director and Louise Hall, Clerk.
<br />Absent: Dewey Limpert and Francis J. OtNeill.
<br />This meeting was called to consider the following legislation:
<br />Ordinance No. 61«58 was introduced by Mrs. Nicholas. An ordinance repealing
<br />Ordinance 61-57, entitled, nAn ordinance granting a salary and w age increase
<br />to members of the Fire and Police Departments of the City and certain other
<br />salary and hourly rated emplcyees excepting employees of the Service Department
<br />and of the Municipal Coach Line« enacted March 21, 1961, and declaring an
<br />emergency, It was moved by Mrs. Nicholas, seconded by Mr. Christman, that
<br />the statutory rule be suspended and the ordinance be read immediately the
<br />second and third times and put on its passage. The affirmative vote on said
<br />motion was as follows: Caster, Christman, Mangani, Nicholas, Par•ter. There-
<br />upon the ordinance was read the second and third times and put upon its passage
<br />and the affirmative vote thereon was as follows: Caster, Christman, Mangani,
<br />Iicholas, Porter.
<br />Ordinance No. 6159 was introduced by Mr. Porter. An ordinance amending secti on
<br />1 and section 2 of Ordinance 3093 enacted September 6, 1960, amending sectiors
<br />1 and 2 of Ordinance 3013 enacted June lla., 1960, amending sections 1 and 2 of
<br />Ordinance 2821, enacted March 3, 1959, amending sections 1 and 2 of Ordinance
<br />2603 enacted December 17, 1957, amending sections 1 and 2 of Ordinance 221l.~.,
<br />entitled f~An Ordinance determining salaries, wages and bonds of a}~pointed
<br />Officials and employees of th.e City of North Olmgted~ as amended by Ordinance
<br />2lr96 enacted June !~, 1957, and Ordinance 2533 enacted August 20, 1957, as
<br />amended by Ordinance 311$ enacted October 4, 1960, and Ordinance 3187
<br />enacted December 6, 1960, and declaring an emergency. It was moved by Mr.
<br />Porters seconded by Mrs. Nicholas, that the statutory rule be suspended and the
<br />ordinance be read immediately the second and third times and put on its passage.
<br />The affirmative vote on skid motion was as follows: Caster, Christman, Mangani,
<br />Alicholas, Porter. Thereupon the ordinance was read the second and third times
<br />and put upon its passage and the affirmative vote thereon was as follows:
<br />Caster, Christman, Mau~gani, Nicholas, Porter.
<br />Resolution No. 61-60 was introduced by Mr, Maxigani. A resolution declaring the
<br />intention of Council to appropriate certain easements for the construction of
<br />sewers and declaring an emergency. It was moved by Mr. Maxgani, seconded by
<br />Mr. Caster, that the statutory rule be suspended and the resolution be read
<br />irr¢nediately the second and third times and put on its passage. The affirmative
<br />vote on said motion was as follows ; Caster, Christman, Mangani., Nicholas, Porter.
<br />Thereupon the resolution was read the second and third times and put upon its
<br />passage and the aiffirmative vote thereon was as follows: Caster, Christman,
<br />Mangani,Nic holas, Porter.
<br />ins. Mangani moved, seconded by Mr. Christman, that Mr. Barnest request :far
<br />authority to instruct Floyd Browne and Associates to design sewers for sladland
<br />and the redesign of sewers for Columbia Road from Mastick to Brookpark and from
<br />Elm to Brookpark be considered at this meeting. NYeas~t Caster, Christxr~a;, ,

<br />Nlr. Chi~stman moved, seconded by Mr. Porter, to authorize the Service Director
<br />to instruct Floyd Browne arrci. Associates to design sewers for Gladland and to
<br />redesign the sewers for Columbia Road from Mastick to Brookpark and from Elm
