PiINUTES OF THE MEETIIVG OF THE COUNCIL <br />OF THE CITY OF NORT?3 OLMSTED <br />IMaxcH 6, 1979 <br />Present: Coimcilmen Boehmer, Petrigac, Saringer, Sharpe, Wilamosky. <br />Also preseatz rlayor Robert Swietyniowski, Laa Director 2iichael Gareau, Fiaance <br />Director Rohert Brockman, Satety Director Eugene Petre, Serwice <br />Director Josegh Carrigan, Citq Eu$ineer Ronald Zurewski, Clerk of <br />Council Florence Caapbell. <br />Absent: President of Council Litnpex't and Councilmen.Beaty and Logan. <br />14eeting was called to order by PresidenC Pro Tem Boehmer at 8:00 P.M. <br />President Pxo Tem Boehmer invited members of the audience to join Members of Council in <br />reciting the Pledge of Allegisnce. <br />14inutes of Council Meeting of February 20, 1979, were approved. <br />President Pro Tem Boehmer announced thaC Ordinance No. 79-37 has been added to agenda. <br />Mayor Swietpniowski reported: 1) Negotiations between the CiCy of North Olmsted and <br />the Regional Transit AuChority resulted last Wednesday in an agreeumt by RTA to orx- <br />tend the present contract for one gear, to March 5, 1980. During the firet nineCy days <br />have agreed to negatiate oa a coneentrated basia to reach an equitable salutic>n. If <br />such a solution is aot reached, have mutually agreed to allow the courta to resolve <br />this issue. Mayar's position is this: believes the best interests of the ridsrship <br />and the residents af North Ola?sted will be served through keeping the North Qlustod Bus <br />Line under the ownership and management of the City. This ia both hia ehart-rangs and <br />long-range objective. During the ninety daqs, wi11 be notiating Co bring about sn ex- <br />tended contract with RTA uader whieh the City will continue to own and mattage the bus <br />line. Is not interested in turning the bus line over to RTA at this time. 'I`hie article reported that eharges of job d3s- <br />crimination had been made by RTA, and that RTA trustees would demand the suburban bUs <br />lines practice fair hiring and promotion. Nvrth Qlmsted was aceused of ncst hsving an <br />affirmative action plan. Qur affirmative actioa ordinance is No. 77-82. RTA never <br />bothered to check. Because the impressian has been created that Nvrth Olmeted is noC <br />complying with principles of equal hiring, wanCs to assure Council that the CiCy is in <br />fu11 eompliance withthe Oh3.o Revieed Code, Section 4112.04, which requires municipali- <br />ties to undertake affirmative actian programs and make anaual reporte to (:'hio Civil <br />Rights Commissi4n. Anaual pro$ress reports are sent to AffirmaCive Activu DeparLment <br />of the Ohio Civil Righta Cotonissfon and have been approved each year aa saetisfactory <br />and acceptable. Old contract for nine years expired DecembeX 31, 1978. <br />New contract is also for nine years and includes an approaimate 12% rate hike. Is dis- <br />appointed and concerned with xate increaaes since it would inerease manEhlq electric <br />bill for street lighting from its prevfaus $5,800 to new rate of approximatsly $6,352. <br />Other communities in CEI service area aze expl.aring alternatives to a tatal cvntxaetual <br />arrangement with CEI. At least eleven aad as manq as sixteen other.e itiies <br />are waiting to receive thia infQrmation before entering into contraetual ag ats <br />with CEI. Other communities have made arrangements wbereby they own their own lighting <br />facilities and purchase raw gflwer fxom the lowest bidder.
