Councilmaa Rxaas Bitrom was usani- mously elected Chaisman of the gthics Cam3.eaaion. A1so, Ordimsnce No. 82-73 is back oa second reading tonight, as amgded; Ordinaace Nos. 82-78, 82-89 and 82-90 have been removed frc>m the agenda. City Engineer Zurswski rogorted: 1) With regard to the Facility Plaa, Step II, has transmitted to Finanee CossaitCee a report prepared by Dal.toa, Dsltoa, Nerport, de-- tailing a method for datermiuing ths waste wat:ar ttestmeat service charges.
