MINUTES OF THE SPECIAL MEETING OF THE COUNCIL

<br />MARCH 29, 1983
<br />Present: President James Baehmer, Councilmen Bierman, Logan, McKay,
<br />Saringer, Wilamosky, Woerpel.
<br />Also present: Mayor Robert Swietyniowski, Finance Director Edward Boyle,
<br />Clerk of Council Florence Campbell.
<br />Absent: Councilwoman Petrigac.
<br />Special Meeting of Cotmcil was called to order by President Boehmer at 7:30 P.M.
<br />Ordinance No. 83-21 introduced by Mr. Wilamosky was given its third reading.
<br />An ordinance establishing and fixing the compensation for all Cauneil At-Large
<br />Members of the City of North Olmsted for the term o£ office commencing January
<br />1, 1984, and ending December 31, 1987, and declaring an etnergency, as amended.
<br />Mr. Wilamosky moved for adoption, second by Mr. McKay. Ro11 call on motion:
<br />Affirmative vote: Logan, McKay, Saringer, Wilamosky. Negative vote: Bierman,
<br />Woerpel. 4 Aye - 2 Nay - Motion defeated. Ordinance No. 83-21 not adopted.
<br />Mr. Woerpel moved to reconsider Ordinance No. 83-21, second by Mr. Wilamosky,
<br />unanimously approved. Mr. Logan moved to amend Ordinance No. 83-21 to read
<br />"Section 1: That the salary to be paid to all Council At-Large Members for
<br />the term commencing January 1, 1984, and mding December 31, 1987, shall be as
<br />follows: Year 1984 -$4,600; Year 1985 -$4,600; Year 1986 -$5,000; Year 1987 -
<br />$5,000", second by Mr. Wilamosky, unanimously approved. Mr. Logan moved for
<br />suspension of rule requiring three re$dings, second by Mr. Wilamc3sky, unanimously
<br />approved. Mr. Logan tmoved for adoption of Ordinance No. 83-21, as amsnded,
<br />second by Mr. Wilamosky, unanimously approved. Ordinance No. 83-21 adopted.
<br />Ma.yor Swietyniowski asked that Coimcil meet in executive session before the
<br />reading of Ordinance No. 83-22. Council did so.
<br />Ordinance No. 83-22 introduced by Mayor Swietyniowski was given its third read-
<br />ing. An ordinance to make appropriations for current expenses and other ex-
<br />penditures for the City of North Olmsted for the year ending December 31, 1983,
<br />as amended. Mr. Logan moved Council amend Ordinance No. 83-22 by changing the
<br />line item, "Mayor's Secretary" to read "$14,789", second by Mr. Woerpel. Roll
<br />call on motion: Affirmative vote: Bierman, Logan, Woerpel. Negative vote: McKay,
<br />Saringer, Wilamosky. Tie vote - 3 Aye - 3 Nay. President Boehmer cast the de-
<br />ciding vote "Aye". Roll call on motion: 4 Aye - 3 Nay. Motion carried.
<br />Mr. McKay moved for suspension of rule requiring three readings, second by Mr. Logan.
<br />Roll call on motion: Affirmative vote: Bierm,an, Logan, McKay, Woerpel. Negative
<br />vote: Saringer, Wilamosky. 4 Aye - 2 Nay - Motion failed.
<br />President Boehmer announced that another Special Council Meeting will be held on
<br />Thursday, March 31st, at 9:30 P.M., with Ordinance No. 83-22 placed on third reading.
<br />President Boehmer also announced that Council-as-a-Whole Committee would nmeet
<br />40 with the Police and Fire Negotiating Committee on Monday, April 4th, at 8:30 P.M.
<br />President Boehmer asked that Council continue in executive session. Council did so.
