<br />,, <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 17, 1984 <br />Present: President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, <br />Rademaker, Saringer, Talton, Wilamosky. <br />Also present: Finance Director Edward Boyle, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:00 P.M. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />President Boehmer reported: 1) Since the Clerk of Council has been on vacation <br />and only just returned, there will be no Council Minutes for approval. <br />2) Ordinance Nos. 84-57 and 84-59 have been removed from the agenda. These deal <br />with the City "picking up" employee contributions to PERS and PFDPF. <br />Since there was standing room only, due to the many residents in attendance to <br />protest the awarding of the Wastewater Treatment Plant contract to Cedar Bay <br />Construction, a non-union company, Mr. Talton moved Council amend the agenda to <br />allow audience participation at this time; the number of speakers and the time <br />limit to be set by the Chair, second by Mrs. Saringer, unanimously approved. <br />President Boehmer stated he would allow three speakers at this time, five minutes <br />each, and also pointed out that others would be heard during the regular audience <br />participation later in the meeting. <br />Audience participation: <br />Mr. Sal Cipiti, 27881 Sanders Lane, carpenter, protested the awarding of the contract <br />to Cedar Bay - an out of town, non-union company. Contract should have been given to <br />a local, union contractor. The reason for awarding the contract to Cedar Bay on the <br />grounds that they were. the lowest and best bidder is not valid since Mintz Construction <br />got the bid on the City Hall Complex and they were not the lowest bidder. Requested <br />Council to see that the subcontracts are awarded to local contractors. <br />Mr. Tim Comerford, 5444 Whitehaven, Plumbers' Local 55, asked who was on the Board of <br />Control; was the vote unanimous; what was the difference in the two lowest bids; <br />who awards the subcontracts, etc. Mr. Comerford was advised that the Mayor, Law <br />Director, Finance Director, Safety Director, Service Director, Budget and Management <br />Director, Human Resources Director are the Board of Control; the vote was unanimous <br />for Cedar Bay; the difference was $60,000/$70,000 between the two low bidders; <br />Cedar Bay will award the subcontracts, etc. <br />Mr. Bob Kastler, carpenter, Local 1108, stated he was concerned about the integrity <br />of this contract and how it was awarded since the City Hall Complex was awarded to <br />Mintz, not the lowest bidder, but apparently a company that was rather friendly to <br />the present administration. The contract should have been awarded to a local con- <br />tractor who would use local tradesmen. The actions of the Board of Control indicate <br />a lack of leadership in this community. <br />Mrs. Saringer stated that she did try to use her influence to convince the Board of <br />Control not to award the contract to Cedar Bay. Although there was a difference be- <br />tween Cedar Bay and the next lowest bidder, the quality of work that the unions demand <br />cannot be compared with non-union work. <br />
