r MINUTES OF THE SPECIAL MEETING OF THE COUNCIL ~~~ OF THE CITY OF NORTH OLMSTED ~.k~ JUNE 25, 2013 Present: Council President Jones, Council Members Barker, Brossard, Kearney, Orlowski, Schumann, Smith and Williamson Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. The following legislation will be passed under suspension of the rules this evening: Second Reading - Resolution 2013-54, Ordinance 2013-55, Resolution 2013-56, Resolution 2013-57 & Resolution 2013-59; First Reading -Ordinance 2013-60 & Resolution 2013-61. Councilman Barker made a motion to remove 2013-62 from the agenda. The motion was seconded by Councilman Schumann and passed unanimously. Resolution 2013-62 removed from the agenda. REPORTS Councilman Barker, Chairman of the Finance Committee: The Finance Committee met Tuesday June 25, 2013 at 7:00 p.m. Present were committee members Barker, Schumann and Kearney; Council President Jones; Council members Brossard, Orlowski, Smith and Williamson; Finance Director Copfer. • Discussed first was Resolution 2013-54 which is a Resolution adopting the Alternative Tax Budget of the City of North Olmsted for the fiscal year beginning January 1, 2014, and submitting the same to the County Fiscal Officer, and declaring an emergency. This demonstrates the need for the county to levy our taxes and that debt service is covered. This is done on an annual basis. 'The committee voted 3-0 to recommend approval of Resolution 2013-54 with suspension. • Discussed next was Ordinance 2013-55 which is an Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2013 and declaring an emergency, as amended. The committee voted 3-0 to recommend approval of Ordinance 2013-55 with suspension. • Discussed last was Ordinance 2013-60 which amends the rates of compensation for various administrative and legislative personnel for the years 2012, 2013 and 2014 to provide for the same salary range for the Springvale Maintenance Supervisor as the Division of Public Works Foreman and the Division of Waste jam, Water Collection System Foreman; and otherwise restating the compensation rates and descriptions for various administrative and legislative personnel for the
