MINUTES OF THE MEETING OF THE COUNCIL
OF THE CITY OF NORTH OLMSTED
JiJNE 18, 1996
Present: Council President Boehmer, Council Members Limpert, McKay, Musial,
Nashar, O'Grady, Saringer
Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Clerk of
Council Seman
Absent: Council Member Lind
Council President Boehmer called the meeting to order at 8:05 p.m. in Council Chambers,
5200 Dover Center Road, North Olmsted, Ohio.
Members of the audience were invited to join Council in reciting the Pledge of Allegiance
to the Flag.
REPORTS
Mayor Boyle: 1) The City of North Olmsted has been getting a good response from its
page on the Internet. Our address is HTTP://WWW.North-Olmsted.OH.US. Residents
and other Internet users are able to access information about the city. Any organization
that would like to put information on the page should contact the Mayor's Administrative
Assistant. Also, the Data Processing Department is in the process of downloading the
Codified Ordinances into the City Hall network so that employees will have quick and
easy access to the Codified Ordinances. Directors and Department Heads are now
required to transmit new legislation electronically to the Clerk of Council who then places
the pending legislation into the network on a shared file.
2) A formal request has been made of the County Library to conduct a feasibility study, at
its expense, regarding the expansion of the North Olmsted library facilities. The current
library of 12,000 square feet does not adequately service the 35,000 North Olmsted
residents. The request was based on numerous complaints received from residents,
business people and especially children expressing their concerns about the availability of
materials at our library. It should be noted that the library personnel are professional and
do a very good job, but the library is simply not large enough to store adequate materials.
The Mayor has suggested that the site next to the Recreation Center be considered for a
new library building. There is more than enough space fora 35,000 square foot building
plus adequate parking. A building costing approximately $6 million would be financed
over a 25 year period, which is also the time of the lease. This would make the cost
approximately $26.50 per $100,000 valued home. By using this method and putting it on
the ballot, 42% of the cost of the entire library would be paid by the business community
and by rollbacks from the State of Ohio. The city would put up the building, but the
