MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 5, 1996 <br />Present: Council President Boehmer, Council Members Limpert, Lind, McKay, <br />Musial, Nashar, O'Grady, Saringer <br />Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Clerk of <br />Council Seman <br />Council President Boehmer called the meeting to order at 8:02 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegiance <br />to the Flag. <br />The minutes of the Council meeting of February 20, 1996 were approved as written. <br />President Boehmer made the following announcements: 1) Ordinance Nos. 96-35, 96-38, <br />96-39 and 96-47 would be passed under suspension of the rules. 2) Ordinance No. 96-48 <br />would be added to the agenda. 3) Due to the primary election on Tuesday, March 19, the <br />next Council meeting has been rescheduled for Wednesday, March 20. <br />REPORTS <br />Mayor Boyle: 1) Due to the large number of citizens in attendance who were concerned <br />about the proposed adult entertainment business, the Mayor postponed his reports on <br />senior housing and the appropriations. He deferred the discussion of adult entertainment <br />businesses to the Law Director. <br />Law Director Gareau: 1) It has been brought to the attention of the city that an adult <br />entertainment business is considering locating iu North Olmsted. For historical reference, <br />it should be noted that over the years the Law Department has dealt with a number of <br />issues that have come before the Council and the city dealing with either adult <br />entertainment, books, movies, etc. An ordinance that controls pornography is in place and <br />is vigorously enforced by the Police Department when necessary. City Council has <br />objected to the transfer of the li9uor license for the one proposed business. However, the <br />issue of the liquor license will not sufficiently deal with the subject because adult <br />entertainment can be offered in ``juice bars." For the past two weeks, the Law Department <br />has been looking at First Amendment issues and researching the secondary impact that <br />other communities have studied with respect to how these businesses impact on <br />residences, churches, schools, playgrounds and the entire community. After reviewing <br />the impact studies, the Law Department is convinced that the subject of such businesses <br /> <br />
