NORTH OLMSTED CITY COUNCIL <br />MINUTES OF THE PUBLIC HEARING <br />DECEMBER 8,1999 <br />Present: Council President Saringer, Council Members Gareau, Kasler, Limpert, <br />McKay, Miller, Nashar, O'Grady <br />Also Present: Law Director Gareau, Clerk of Council Seman <br />President Saringer called the public hearing to order at 7:40 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />President Saringer announced that the public hearing was being held with regard to <br />Ordinance No. 99-140, an ordinance providing for the amendment of the zone map of the <br />City of North Olmsted in order to supplementally zone the hereinafter described five <br />parcels of real property located east of relocated State Route 252 and south of I-480 so as <br />to include them within the Public Facilities Overlay District of the City of North <br />Olmsted. <br />Audience Partici an tion <br />Bill Wilson, 24908 Kennedy Ridge Road, noted in the rezoning of the property for the <br />RTA Park-n-Ride there have been numerous hearings and numerous promises given <br />related to buffers and mounding in order to hide this facility from the residential area <br />around it. He asked if this is specifically addressed in the ordinance. President Saringer <br />explained that there is not yet a proposal before the city. Law Director Gareau noted that <br />the establishment of the district in the Zoning Code does stipulate certain setbacks. It <br />also indicates that the Planning Commission may require the construction of landscaping, <br />fencing or other materials used to buffer sound and light. <br />Bill Brake, 24881 Kennedy Ridge, asked to what extent the city measures air quality, <br />noise quality, road traffic and pedestrian traffic. Councilman Gareau said those items <br />may not be "measured" but are addressed at the Planning Commission and during the <br />approval process for a proposal. NOMBL Manager Tom Terbrack noted that, once the <br />new bus garage is built, the new buses will be using natural gas. The change-over should <br />take about 12 years. Mr. Brake would like the city to come out on the residents' behalf <br />and manage the proposal in a scientific, objective way. A lengthy discussion ensued with <br />several Council members assuring Mr. Brake that the boards/commissions process will <br />provide the method for working out potential problems and for protection of the <br />residents. <br />Mary Beth Feke, a representative from GCRTA, said that RTA supports the overlay <br />zoning and the allowance to build the Park-n-Ride. RTA fully supports and intends to <br />make good on the promises made and has tried to listen and provide for the residents' <br />wishes by making changes in their plans. <br />
