MINUTES OF THE MEETING OF THE COUNCIL
,~ OF THE CITY OF NORTH OLMSTED
FEBRUARY 16, 1999
Present: Council President Saringer, Council Members Gareau, Limpert, McKay,
Miller, Nashar, O'Grady
Also Present: Mayor Musial, Law Director Gareau, Finance Director Copfer, Clerk of
Council Seman
Absent: Council Member Kasler
Council President Saringer called the meeting to order at 8 p.m. in Council Chambers,
5200 Dover Center Road, North Olmsted, Ohio.
Members of the audience were invited to join Council in reciting the Pledge of
Allegiance to the Flag.
REPORTS
Mayor Musial: 1) Last Wednesday, a meeting was held with the County Board of
Elections. In attendance were Mayor Musial; Ron Tallon, Democratic Ward Leader; Jack
Eustace, Republican Ward Leader; William Wilkins, Director of the Board of Elections;
Lois DeBrodt; Councilmen Thomas O'Grady, Paul Miller, Michael Gareau Jr. and Dean
McKay. The committee agreed that Precinct 2A would be moved from Claque Road
Church to St. Brendan's Church. Mr. Wilkins will explore the possibility of moving the
precincts voting at Horizons to St. Clarence. There was some discussion regard 1H, but
nothing conclusive was determined. The number of precincts in the city has been
reduced to 40 from 48, which saves the city roughly $500 per precinct for each election.
Mr. Miller noted that changes in precinct voting will occur in the November election.
2) This afternoon, a representative from First Energy Corporation made a presentation to
the Y2K Task Force Committee. The committee was informed that from First Energy's
point of view the electricity will be supplied without interruption. If the computer chips
do cause the system to go down, a manual system is in place. There are a lot of Y2K
"doomsayers" out there, and perhaps the city should be considering holding community
meetings to inform residents about Y2K so that they can be apprised of the correct
information.
Law Director Gareau: 1) There has been an agreement in the Prest situation (the case
was never filed) that Mr. Prest resigned rather than was discharged. The agreement is in
the hands of Mr. Prest's attorney, and the Law Department is waiting for it to be returned.
2) An issue brought up at the February BZA meeting was that Sunnyside Toyota and
three other Chamber of Commerce members have certain sign replacement requests.
They would like to reface pole signs without removing the pole signs as required by city
