__ ~a.~....~.,~..., ,~.,,.~_~ . ~.._w_. <br />w <br />~ ~,.:, ., <br />CITY OF NORTH OLMSTED <br />RESOLUTION N0.2009 - 4 <br />BY: Mayor O'Grady <br />A RESOLUTION CREATING A NEW CITIZENS' <br />COMMITTEE FOR THE PURPOSE OF GATHERING AND <br />PRESENTING TO CITY COUNCIL PROJECTS FOR <br />CONSIDERATION FOR THE CITY'S COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) APPLICATIONS <br />FOR FISCAL YEARS 2010 THROUGH 2012. <br />WHEREAS, as previously recognized in Resolution Nos. 98-96, 2000-141, 2003-30, and <br />2006-66, citizen input is a valuable and legally required part of the application process for <br />Community Development Block Grant (CDBG) funding for deserving City projects; and <br />WHEREAS, this Council continues to believe that citizen input into this process may be <br />increased by the existence of a Citizens' Committee whose purpose is to gather and present to <br />Council projects which may be used by the City in applying for CDBG funding; and <br />WHEREAS, this Council desires to create a new Citizens' Committee, guided by the <br />Director of Planning, to consider projects for CDBG funding for Fiscal Years 2010 thrc:..gh <br />2012; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That there be and hereby is created a Citizens' Committee for the purpose <br />of gathering and presenting to Council projects eligible for Community Development Block <br />Grant (CDBG) funding for Fiscal Years 2010 through 2012. Said Citizens' Committee shall <br />consist of nine members appointed as follows: one member to be appointed by each Ward <br />Councilperson from their Ward for a total of four members; one member to be a Council member <br />or the President of Council appointed by the City Council; one member to be appointed by the <br />Mayor; one member to be a resident 60 years or older appointed by the North Olmsted Division <br />of Aging/Senior Center Advisory Council; and two members to be appointed by the Director of <br />Planning, one of whom shall be either a disabled resident or a resident directly affiliated with an <br />agency providing services or advocacy for disabled persons. Said appointed members shall <br />represent a diverse cross section of the community and, if possible, live within CDBG targeted <br />areas. The task of the Committee shall be to discover and present to Council desirable projects <br />which are eligible for CDBG funding in FY2010 through 2012. All projects presented must be <br />fundable from City funds with respect to CDBG grant application leverage criteria. The <br />recommendations of the Committee shall not be binding upon the Council, and Council may <br />present projects other than those recommended by the Committee. The Committee shall meet at <br />such times and places as determined by the Director of Planning and shall remain in existence <br />until the earlier of the following two dates: (a) December 31, 2011; or (b) the date upon which <br />the Committee makes its final presentation to Council of projects eligible for CDBG funding for <br />the last of the following fiscal years: (1) FY2010, (2) FY2011, and (3) FY2012. <br />
