CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2001- 76 <br />BY: MAYOR NORMAN T. MUSIAL <br />A RESOLUTION URGING OHIO's CONGRESSIONAL DELEGATION <br />TO TAKE THE NECESSARY ACTION TO ENHANCE NASA GLENN <br />RESEARCH CENTER's ROLE IN NASA's AERONAUTICS AND SPACE <br />POLICY AND INCREASE GLENN RESEARCH CENTER's PRESENCE <br />IN THE STATE OF OHIO AND DECLARING AN EMERGENCY AS <br />AMENDED. <br />WHEREAS, NASA Glenn Research Center has been in existence since 1941 and over the <br />years has made major contributions to our country's aeronautics and space programs. Yet, Glenn <br />Research Center is now in jeopardy of becoming a second tier facility or may even be closed; and <br />WHEREAS, Glenn Research Center has made contributions in the aero-propulsion area, <br />quiet jet engines, space power, space communications, micro-gravity science, ion electric propulsion <br />and advancements in aeronautics technology because of the talented community of Glenn Research <br />Center's scientists and engineers; and <br />WHEREAS, Glenn Research Center's budgetary authority has been so stripped that by 1998 <br />Glenn Research Center controlled only 15 percent of its budget. Further, many research activities <br />have been moved from Ohio to Alabama. Glenn Research Center lost its Advanced Flywheel <br />Energy Storage Demonstration Program and is threatened with the loss of its Micro-Gravity <br />Combustion Program, which has been touted by NASA as a cornerstone of early science on the <br />International Space Station; and <br />WHEREAS, According to a Cleveland State University's study, in 1998 Glenn Research <br />Center had an $879 million impact on Northeast Ohio's economy and generated 9,360 jobs. In <br />North Olmsted alone, Glenn Research Center employees had recent annual total earnings on the <br />order of $11,000,000. Glenn Research Center is clearly vital to all of us here in North Olmsted and <br />in the State of Ohio; and <br />WHEREA5, Ohio must continue to demonstrate the vision, will and leadership to support <br />Glenn Research Center and redouble internal efforts to regain ground to restore Glenn Research <br />Center's historic national leadership. <br />NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE <br />CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Mayor and Council of the City of North Olmsted do hereby <br />urge Ohio's Congressional Delegation to take the necessary action to enhance NASA Glenn <br />Research Center's role in NASA's aeronautics and space policy and increase Glenn Research <br />Center's presence in the State of Ohio.
