. t <br />CITY OF NORTH OLMSTED <br />Ordinance No. 90 - 14 <br />BY: Councilwoman Saringer _ <br />AN ORDINANCE AUTHORIZING A SPECIFICATION <br />REQUIREMENT OF A MINIMUM 25% MINORITY BUSINESS <br />ENTERPRISE AND 15% WOMEN BUSINESS ENTERPRISE <br />PARTICIPATION IN FISCAL YEAR 1990, (16TH YEAR), <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS, AND <br />DECLARING AN EMERGENCY <br />WHEREAS, this Council, after public hearing,has determined <br />the City of North Olmsted qualifies for Community Development <br />Block Grant funds; and <br />WHEREAS, this City has designated four projects which <br />are deserving of being funded by Community Development Block Grant <br />funds; and <br />WHEREAS, said projects consist of designating, in order of <br />priority, the water line improvement at North Olmsted Park- <br />North Olmsteci Senior Center, the development of a bikeway connector <br />between Cedar Point Hill bike path (Columbia Road) and the <br />Interstate 480 bike path (Butternut Ridge Road), the historical <br />preservation and removal of architectural barriers to the handi- <br />capped at Town Hall, and the development of a shelter and play- <br />ground for the handicapped at the Horizons Early Intervention <br />Center; and <br />WHEREAS, the City recognizes that these projects will be <br />rated higher and increase their competitiveness if there is partici- <br />pation of either a minority or women's business enterprise; and <br />WHEREAS, the City recognizes that a higher rating will be <br />given if both an MBE and WBE are participating,and the percentage <br />of participation meets the targets for Cuyahoga County of 25% for <br />minorities and 15% for women of the Community Development Block <br />Grant portioti of the project; attd <br />WHEREAS, the City recognizes to exceed 25% MBE and 15% <br />WBE and to specify these targets as a minimum specification for <br />the entire scope of activity and funding of these projects in- <br />creases the eompetitiveness of the City's application; and <br />WHEREAS, the City recognizes that it is necessary to <br />adopt an Ordinance indicating a minority business enterprise and <br />women business enterprise participation level as a project speci- <br />f ication . <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize a
