CITY OF NORTH OLMSTED <br />RESOLUTION N0. 92-81 <br />BY: THE MAYOR AND ENTIRE CITY COUNCIL <br />A RESOLUTION REQUESTING A REVISION TO A PROVISION IN <br />THE CLEAN AIR ACT PROHIBITING THE DISPOSAL OF <br />APPLIANCES CONTAINING FREON AND DECLARING AN EMERGENCY. <br />WHEREAS, Section 608 of the Clean Air Act prohibits <br />the disposal of appliances containing freon after <br />June 30, 1992; and <br />WHEREAS, a Citizen must now find a qualified <br />contractor to remove the freon before disposing the <br />appliance at a personal cost of approximately $65.00; and <br />WHEREAS, this constitutes another unfunded federal <br />mandate set on the backs of our already overburdened <br />Citizens; and <br />WHEREAS, the Environmental Protection Agency will not <br />complete the rules and regulations for these measures until <br />approximately July of 1993; and <br />WHEREAS, the Americans living in the City of North <br />Olmsted, the City Council and this Administration believe <br />logic should prevail even in matters involving environmental <br />issues; and <br />WHEREAS, this City Government believes that this <br />measure may cause harm or even death to our citizenry. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE <br />CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That this Council urges the government of <br />the United States to work jointly or separately through its <br />branches to alter the provisions of this measure so that its <br />implementation does not occur until proper rules and <br />regulations are adopted. <br />SECTION 2: That funding to enact this measure be <br />provided by the federal government.
