CITY OF NORTH OLMSTED <br />RESOLUTION N0. 92-43 <br />BY: Mayor Ed Boyle and Entire City Council <br />A RESOLUTION SUPPORTING NATIONAL COMMUNITY <br />DEVELOPMENT WEEK APRIL 20-26, 1992, AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, The U.S. Department of Housing and Urban <br />Development's Community Development Block Grant Program <br />(CDBG) was first enacted into law in 1974; and <br />WHEREAS, CDBG funds help provide shelter for the <br />homeless, day care for children, hot meals and health <br />screenings for elderly persons, new streets, sidewalks and <br />trees, loans to businesses and better housing for low and <br />moderate income families; and <br />WHEREAS, This program is the principal federal program <br />providing grants to states, cities, towns and counties to <br />devise innovative and constructive neighborhood approaches <br />to improve the physical, economic, and social conditions in <br />their communities; and <br />WHEREAS, The National Community Development Association <br />has set aside April 20-26, 1992 as National Community <br />Development Week '92; and <br />WHEREAS, This campaign is promoted by the National <br />League of Cities, U.S. Conference of Mayors, National <br />Association of Counties, National Association of Housing and <br />Redevelopment Officials, National Community Development <br />Association, Council of State Community Development Agencies <br />and others; and <br />WHEREAS, At least two current legislative initiatives <br />would substantially increase the CDBG in the current year; <br />and <br />WHEREAS, H.R. 4073, the Emergency Comnunity Development <br />Act of 1992, would provide $10 billion in additional funding <br />for the CDBG program in the current year and would be used <br />to repair crumbling infrastructure, to build and repair <br />affordable housing and to fund public service employment; <br />and <br />WHEREAS, A second economic relief package would provide <br />$2 billion for CDBG in Fiscal Year 1992.
