<br />. _ ., ?? i?.,,?.?,.?.?.?. ..._..?. . ? _ _ , , ,._.. . ., _ .,,._.,.. , .. _.... , , . .... . _, _ _ ., v. ?., .. .. _ . , _ . <br />CITY OF NORTH OLMSTED <br />T?l A ?=d <br />ORDINANCE NO. 96 - 184 Iq 4 <br />BY: Ma. o r Boyle <br />AN ORDINANCE AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE TO <br />RECEIVE BIDS FOR LABOR AND MATERIAL5 FOR INSTALLING WINDOW <br />TREATMENTS, WALL COVERINGS, CARPETING, FURNITURE AND OTHER <br />APPURTENANCES AT THE ADMINISTRATION BUILDING, WITHOUT PUBLIC <br />BIDDING AND DECLARING AN EMERGENCY. <br />WHEREAS, much of the carpeting and other furnishings at the Administration Building <br />have suffered substantial deterioration through prolonged use and is in need of replacement. <br />WHEREAS, the aforesaid situation does not require the preparation of plans and <br />specifications for catalogue items and that public bidding and the time associated therewith would <br />be too time consuming and expensive to meet the City's obligation to protect the public health, <br />safety and welfare, and <br />WHEREAS, upon the recommendation of the Director of Public Service, this Council <br />deems it a situation sufficient in magnitude to forego public bidding on said project in order to <br />protect the public health, safety and welfare of the residents of the City. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Public Service be and he is hereby authorized to <br />receive bids from Ohio Desk Company for the first portion of the work not to exceed seventy-five <br />thousand dollars ($75,000.00) and to receive bids from two or more companies for the remaining <br />portion of the work not to exceed seventy-five thousand dollars ($75,000.00). In any event, the <br />cost for said work shall not exceed one hundred fifty thousand dollars ($150,000.00) during 1997 <br />and 1998. Upon approval by the Board of Control, the Mayor be and he is hereby authorized and <br />directed to enter into one or more Contracts for same. <br />SECTION 2: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the employees, public health, safety and welfare, <br />and further provided it received the affirmative vote of two-thirds of all members of Council, it <br />shall take effect and be in force immediately upon its passage and approval by the Mayor.
