Mangani <br />TO PROVIDE FOR TFiE StTBMLSSIOYd TU TKE r."LECTORS OF 1HE <br />CITY OF NORTH OLMSTED THE QUE5TION OF AMENDSNG SECTTON <br />3, ARTICLE `j TO ES`I'ABLISi-i THE OF'FICE OF DIRECTOR OF <br />FINAldCE AS AIv FLECTIVE OFFICE FOR A TER14 OF TWO YEARS <br />BE IT ORD.AINED By the Council of the City of rdorth Qlmsted' State <br />of Ohio, two-thirds of the members elected thereto concurring: <br />SECTION'.l. That an amendment be subrnitted to a vote of the <br />qualified electors of the City af Plorth Olrasted at the general election <br />to be hEld on Atovember 8, 1960, in the following form: <br />"Section 3: llirector of Finance <br />'The Director of Finance shall be on a full-time basis, <br />with office to be eondueted from the Municipal Bu.ildi.ng., <br />and shall be the head of the Finance Department and the <br />Fiscal Officer of the Citg. He shall be elect,ed at the <br />regzl.ar municipal election in the year 1961, and every <br />secand:year thereafter, for a tercn of two (2) yeaxs. tiis <br />term shall begin and he shall assume office on the first <br />day of January next following such election. He sha11 serve <br />the Ma,yor and the Council as financial advisor in connection <br />with munieipal a.ffairs, and he may serve as Clerk of the <br />Council. In sueh capacitJ or capacities, he shall keep the <br />records of saa.d bodies, and shall authenticate all records, <br />documents and instraments of t.he City on which authentication <br />is proper. The Director of Finance shall examine all <br />payrolls, bi7.l.s and other claitns against the City and sha1.1 <br />issue no warrant unless he shall find that the claim is in <br />proper form, correctlg computed and duly approved, and that zt <br />is due and payable, and that an appropriation has been ma.de <br />therefor; and he shall perform all other duties now or hereafter <br />imposed upon City Auditors or Treasurer by the laws af the <br />State of Ohio unless otherwise provided by this Charter, or <br />by ordinance of the Council, and he shall perform such other duties <br />as the IWor may impose upon him consistent with his office."" <br />SECTION 2. That the Clerk of Council be and he hereby is directed <br />to certify a copy of this ordinance to the Board of Elections of Cuyahoga <br />County, Ohio., in order that said Board of Elections ma,y make the n6cessary <br />arrangements for the submission of the foregoing amendment to the electors <br />of the City, as provided by law, at the general election to be held on <br />Noveinber 8, 1960. <br />SEC`PION 3. That the 'Mayor be and he hereby is directed tv cause <br />notice of such election to be published as required by law. <br />SECTION 4.
