Section 6: That this ordinanae ia hereby declared to be an mergency maasure neeessary for the i.mmediate preservation of the pnblic peaee and welfare of the City of North Olmsted,, and suah eYSergency exists by virtue of t,he mecessity of making arrangments for the imediate caxu;el7ation of special assessments on Permanent Parcel No. 231-26-33 levied far the i.mprovement of Gessner Road by the inatallation therein of a sidewalk, whieh special assessmeats together with interest thereon for the years 1960 through 1968 inclusive, have besn paid in tlill aa,d by the construction therein of a water main, which speci.al assessments together with interes thereon for the years 1960 and 1961 inelusive, have been paid in full.
