<br />WHERFALS, Council has been advised that time is of the essence in the procedure
<br />to be followed in the publication of ;?roposed plans and specifications for the construc-tion
<br />of a sanitary sewa,ge disposal plant, and
<br />istElE "?2?5, to secure the proper znterest in bids and the submission of pxoper
<br />proposals, it is necessary -that the plans and specifications for said sewage treatrnent
<br />plant be prin.ted, which service the consulting engineering firm of Lloyd Brown.e & A.ssoc-
<br />iates has agreed to unde-rtake, and
<br />WHEREAS, said undertakin.g of securing the printing of 150 copies of saa.d plans
<br />and specifications requires i?unediate action in order to make the necessary ti.r?e schedule
<br />a7.located, permitting the city -to take the fullest advantage of assistance arom the -i-ederal
<br />government and state government in said proposed sewage treatment plant, and
<br />loR3EER?YAS, the cost of the pri.nting of said 150 copies of plans and specifications
<br />wi7.1 exceed One Thausand Dollars W1,000.00j, and
<br />WiL'f? +3.?iS, to properly advertise for bids -L'or the printing of said p2ans and
<br />specifications would not pezznit the printing of the same and th.e publishing oi the
<br />advertisements for bids ori said plans and specificatians witlvithe tame sched,ule perrnitted,

<br />Section ls Tha,t the Service Director is authorized and hereby directed to
<br />immedia,tely engage L1oyd Browne & Associa,tes for the printing of 150 copies of plans
<br />and specifications ior the sanitary sewage disposal plant and sewera,ge system of the
<br />City of North Olmsted, so that the publislling for bids an said plans an.d specificatians
<br />can take place i.mmediately after election in ITovember, 1959, if the electorate of the
<br />city vote 'Lavorably on said bond issue appearing on the ballot in the sum of $1,7003,0()0.00
<br />for the plant and system.
<br />Section 2: That this ordin.ance is hereby determined to be a,n emergency measure
<br />necessary for the immediate preservation af the public health, safety and genera,l welfaxe
<br />of the City of North Olmsted, a,nd such emergency exists by virtue of the necessity of
<br />ha,ving immediately pri.nted 150 copies of the plans and specifications of the sewag-e 'Llreat-
<br />ment plant a,nd sewerage lines to permit the publication of bids at -the earliest pass':.ule
<br />time fo7.low:i.ng the election on PTovember 3, 1959.
<br />Section 3: Wherefore, -this ordinance shall take immediate effect from azzd after
<br />its passage, oiherzTise, at the earliest period allawed byr latii.
