A FRELII~~IINARY ASSESS- MENT UPON THE BENEFITED LOTS-AND LANDS WITHIN SAID. CITY TO PAY THE COST OF GENERAL AND DETAILED PLANS, SPECIFICATIONS.,. EST TES, AND OTHER- CHARGES: PR.FI.IMINARY TO AND IN C - NECTION WITH THE CONSTRUCTION AND FINANCIN OF SAID IMPROVEMENT. WHEREAS, by Resolution No. 2590 passed November 19, 19 57, this Council,. ursuant to the provisions of Section ?27.311 of,the Revised Code of Ohio, declared its intention of considering the necessity of eonstruct- ing,a system of sewerage for the City of North Olmsted, therein directing the Clerk of Council to give notice by publication of the pendency of the proceeding and of a hearing thereon;; and WHEREAS, notice in compliance with the requirements of said Section 727.311 specifying a hearing to be had by this Council on Decem- b er 17, 1957, at the Council chamber of the City was duly published and on said date and at the ti.n~e specified this Council held such hearing at which no objections to the proposal described in said resolution and in said notice were raised or entered, and Council having considered such evidence as being necessary for the purpose, has determined that the con- struction of said municipal sewerage system is necessary and should be proceeded with. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLI~ISTETI, STATE OF O~iIO: Section l~ That Council hereby determines that it is necessary to construct-a. system of sewerage for the City of North Olmsted, which improvement shall include the sewage treatment plant and those main and lateral sewers, force mains and lift stations substantially as shown ins the report on sewerage for the City of North Olmsted, Ohio, dated December, 1957, and prepared by Floyd G. Browne and Associates, Consulting Engineers for the C~.ty, particularly as disclosed on .Plate No« $ of said report as Facilities Proposed for Immediate Gonstruction't, which report is now on file in the office of the.Clerk of Council and open to examination by all owners of property within the Gity of North Olmsted interested therein;; and Council hereby determines that said described improvement shall bey made by the Gity of North Olmsted. Seotion 2. That in order to pay the costs, now estimated ate X205,700.0°, of general and detailed plans, specifications, estimates of cost, preparation of tentative.. assessments and the cost of financing and legal services incident to the preparation of said plans and of a plan of financing the proposed improvements, Council hereby determines that a preliminary assessment shall be levied in accordance with tax valuation upon all lots and lands lying within the present corporate boundaries of the City of North Olmsted, which lots and lands are hereby determined to b e benefited;.by the proposed improvement, which assessment shall be payable over a period of twenty years. Engineers or t e qty, are hereby authorized and directe to prepare a ~-r list of tentative assessments upon all such lots and lands to aggregate the amount and in pursuance of the assessment method prescribed_in Sec_,- tion 2 hereof and thereupon to file such tentative assessments in the office of the Clerk of Council, who is thereupon directed to give notice. of a hearing to be had by Council upon such tentative assessments, all in accordance with the provisions of said Section 727.311. ;~sction This ordinance is hereby declared to be an emergency measure necessary or the immediate preservation of the public peace, health and safety of the City and for the further reason that is immediately
