OF TIT~J CO:~T <br />OF OPPOSING ri'=+?, INCREASE IN MATES SOUGHT BY THE EAST <br />OuI4 GAS CC1R~ANY, A.ND DECL:~.~.ING AN 1±~iGRGENCY. <br />r: <br />i <br />'~J~REAS, natural gas is necessary for the continued good ~~ealth of <br />our residents; and <br />~nl?iEREAS, The East Ohio Gas Company is the principal retailer of <br />natural gas in the City of North Olmsted; and <br />WHEREAS, The East Ohio Gas Company has filed for an average increase <br />in rates of 27.1 to its residential consumers; and <br />~~THERt+,AS, the proposed increases are highly inflationary, since they <br />exceed the rise in the cost of living over the past decade; and <br />WHEREAS, the proposed changes would increase the per capita cost of <br />gas by about ~?+~1U.00 per year, or the cost to each customer by about `-X37.78 per <br />year; and <br />d~-iEREAS, the average residential natural gas bills to customers of <br />The East Ohio Gas Company presently exceed those of most consumers in our <br />neighboring states; and <br />WFIEREAS, the very magnitude of the proposed increases requires that <br />they be examined in the greatest possible detail; and <br />e~tF~;REAS, the cost of such a study to the City of North Olmsted can be <br />lessened through sharing said costs with Cleveland and other communities upon. <br />an equitable basis; and <br />~rtIIiEREAS, this ordinance constitutes an emergency measure to protect <br />the residents of the City of North Olmsted against unreasonabl® rates for <br />their principal fuel; now, therefore, <br />~3E IT ORDAIt~~:D aY the Council of the City of North Olmsted, State <br />of Ohio, That: <br />Section l: The Cit~r of North Olmsted hereby agrees to pay its <br />prorated share, as Hereinafter defined, of the costs incurred and to be incurred <br />by the City of Cleveland, Ohio, in all matters pertinent to the increase in gas <br />rates sought by The East Ohio Gas Company. The share of such costs to be paid <br />by the City of North Olmsted s'riall be in proportion to the population of the <br />City of North Olmsted to the population of Cleveland, the City of North Olmsted <br />and all other communities which will share with Cleveland the cost of opposing <br />the proposed increases. The City of North Olmsted hereby limits its partici- <br />potion under this ordinance to a per capita contribution of one cent. All pop- <br />ulation figures are to ce based upon the 1960 census, not to exceed ~n162.91. <br />Section 2: Tra t this ordinance is hereby declared to be an emergency <br />measure necessary for the protection of the inhabitants of the City of North <br />Olmsted against the imposition of excessive gas rates and, provided it receives <br />the affirmative vote of three-fourths of all the members elected to Council, it <br />shall take effect and be in force immediately upon its passage and approval by <br />the Mayor; otherwise, it sha_~_1 take effect and be in force from and after the <br />earliest period allowed by law. <br />PASS~:D : '~ ~ ,' ~ ~~` ATTESZ <br />r <br />APP <br />P UI, J.
