low-, <br />CITY OF NORTH OBI.STED <br />RESOLUTION N0. 78- /.4 <br />BY: 2? t (?(I, <br />A RESOLUTION OPPOSING A COST OF LIVING FORMULA TO <br />BE INCLUDED IN POLICE AND FIRENJEN'S PENSION F[JND <br />RESULTING IN AN INCRF.ASED COST TO NNNICIPALITIES FOR <br />04PLOYEE PENSION BENEFITS. <br />WHEREAS, the Ohio Legislature has asswned control of the Police and <br />Firemen's pension fund and the benefits derived therefrom, for all Ohio municipal- <br />ities; and <br />WHEFtEAS, the Ohio Legislature has amended and modified said pension fund <br />and benefits derived therefrom, without consultation with or approval by the <br />municipalities; and <br />WHEREAS, the costs of said pension fund have become increasingly significant <br />in the budgets of municipalities, as well as a greater proportion of the total <br />employee cost; and <br />WIIEREAS, it is deemed unfair and a violation of the Home Rule provisions <br />for the legislature to have the power to unilaterally burden the budgets of muni- <br />cipalities without the right of such manucipalities to decide their own employee <br />benefits. <br />NOW, TI-EREFORE, BE IT RESOLVED BY TI-E COUNCIL OF THE CITY OF NORTH OLTiSTED, <br />COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Ohio Legislature be directed to initiate legislation <br />to provide all municipalities the right to veto all benefit increases made by the <br />Legislature for pension benefits; and <br />SECTION 2: That House Bill 967 providing a cost of living method of increased <br />pension ene its-be defeated in committee as being inflationary, and contrary to the <br />right of municipalities to determine their own financial affairs and employee <br />relations under the Home Rule provisions of the Ohio Constitution; and <br />SECTION 3: That a copy of this Resolution be mailed to the Ohio Municipal <br />League, members of the Ohio House Health and Retirement Committee, and State <br />Senator Anthony J. Celebrezze, Jr., State Senator Jerome Stano, State Representative <br />James E. Betts, and State Representative Rocco J.
