SARINGER <br />A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF <br />THE STATE OF OHIO TO SPONSOR A BILL TO PASS A <br />CONSTITUTIONAL AMENDMENT TO EARMARK ALL STATE <br />LOTTERY REVENUES FOR EDUCATION, AS AMENDED, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, U. S. Representative Ronald M. Mottl, Ohio 23rd District, has <br />consistently requested, after shepherding the Lottery Bill through the State <br />Legislature when he was an Ohio Senator in 1973, that all State Lottery revenues <br />be earmarked for education; and <br />WHEREAS, the results of a December opinion poll taken within the 23rd <br />District revealed that almost 90% of the respondents favored a Constitutional <br />amendment earmarking all lottery funds for education; and the constituents <br />who provide the lottery revenues should have the right to determine for what <br />purpose the funds should be used; and <br />WHEREAS, many Ohio School Systems are suffering greatly for lack of funds <br />needed for the furtherance of education, since they have been repeatedly turned <br />down in their requests for additional funds through the tax levies, and it is <br />necessary that every avenue be opened to provide this much-needed revenue, in <br />order to guarantee that every child secures the quality education to which he <br />is entitled; and <br />WHEREAS, while the largest portion of the Ohio Lottery net receipts of <br />approximately $58,000,000 per year, or forty-five percent, is channeled to Ohio <br />educationy the present financial condition of many Ohio schools is reaching <br />emergency levels which would justify allocating the entire 100% of the net <br />receipts into education; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, <br />COUNTY OF CUYAHOGA, STATE OF OHIO: <br />SECTION 1: That this entire Council, its President Dewey H. Limpert, and <br />the Administration, Mayor Robert W. Swietyniowski, Finance Director Robert W. <br />Brockman, and Law Director Michael R. Gareau, hereby request the General Assembly <br />of the State of Ohio to sponsor a bill to pass a Constitutional Amendment to <br />provide for earmarking all State Lottery revenues for education which would be <br />returned to the local school districts prorated on a per pupil basis. <br />SECTION 2: That the Clerk of Council is hereby directed to forward copies <br />of this Resolution to Congressman Ronald Mottl, State Senators Anthony J. Celebrezze, <br />and Jerome Stano, and State Representatives Rocco Colonna and James Betts. <br />SECTION 3. That this Resolution is hereby declared to be an emergency <br />measure necessary for the immediate preservation of the public health, safety <br />and welfare of the City of North Olmsted, and for the further reason that immediate <br />steps should be taken to provide additional financial assistance to Ohio Schools, <br />and this Resolution shall become immediately effective upon receiving the affirma- <br />tive vote of two-thirds of all members elected to Council and approval of the <br />Mayor, other 'se from and after the earliest period allowed by law. <br />PASSED: <br />ATT/ ST: ? <br />, % <br />E ' <br />? <br />NORA T.
