And the City Clerk is hereby authorized to draw hie <br />warrants on the City Treasurer for patents from any of the foregoing <br />appropriations upon receiving proper certificates and vouchers there for, <br />approved bar the Board or Officers authorized by law to approve same, or <br />an Ordinance or Resolution of Council to make the expenditures; provided <br />that no warrants shall be drawn or paid for salaries or wages except <br />persons employed by auttserity of and in accordance with law or Ordinance. <br />Provic~d further, that the appropriation for contingencies can only be <br />expended upon approval of tiro-thirds vote of Council for itea:as of ex- <br />pense constituting a legal obliation against the City and for purposes <br />other than those covered by the other specific appropriatior_s herein <br />made. <br />Section 4. That this Ordinance is hereby declared to be an emer- <br />gency measure, in that it relates to the public health, safety and wel- <br />fare, and to the usual, daily operation of the several aicipal drt- <br />ments of the City of Forth Olmsted, and shall take effect and be in force <br />Prom and after its passage. <br />Passed: October 16, 1951. <br /> <br />_~ <br />E.
