<br />A RESOLUTION AUTHOI~tZING THE MAYOR OF THE CITY OF
<br />NORTH OLMSTED, OHIO, TO ACCEPT THE GRANT OF THE
<br />DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE, PUBLIC
<br />HEALTH SEICE, WASHINGTON, D. C. IN THE AMOUNT OF
<br />$600, 000.00, AND. DECLARING AN EMERGENCY.
<br />WHEREAS, Council by Resolution Number 64-121 enacted
<br />June 16, 1964, authorized the Mayor of the City of North Olmsted, Ohio, to
<br />apply to the Department of Health, Education and Welfare under Public Law
<br />660 for a federal grant to assist the city in their sewer program, and
<br />WHEREAS, the Surgeon General of the Public Health, Service
<br />gave favorable consideration to the aforesaid application, the public benefits
<br />to be derived by the construction of the sewer project, the relatian of the cost
<br />to the public interest and public necessity, the adequacy of the provisions
<br />made and proposed for assuring efficient operation of the project, and
<br />WHEREAS, The Surgeon General is satisfied that the sewer project
<br />is in conformity with State of Ohio Water Pollution Control, that said sewer
<br />project meets the criteria necessary for Federal aid, and that said sewer program
<br />is a comprehensive program, has granted to the City of North Olmsted, Ohio a
<br />Federal grant in the amount of $600, 000.00 on condition that the. sewer project
<br />be placed under construction by November 1, 1964, and ° ,
<br />WHEREAS, Council has determined that the City of North
<br />Olmsted, Ohio should accept the Federal aid as aforesaid in order that sewer
<br />project Number 3 can be started.
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City
<br />of North Olmsted, Ohio:
<br />Section 1: That the Mayor of the City of North Olmsted is
<br />hereby authorized to accept the offer of the United States of America, Department
<br />of Health, Education and Welfare, Public Health Service, in the amount of
<br />$600, 000.00 according to the terms and conditions imposed by said offer, and to
<br />do ev~~~;#,ng necessary and inclidental thereto, for the acceptance of said
<br />Federal offer by the City of North Olmsted, Ohio.
<br />Section 2: That this Resolution is hereby determined-to be
<br />an emergency measure; that this Resolution was passed by suspension of the
<br />rules of Council and the requirements of the Charter of the City of North Olmsted,
<br />Ohio, by a three -fourths (3/4ths) vote of the members of Council; that after
<br />voting to suspend the rules and requirements as aforesaid, the Council voted
<br />favorably to pass this Resolution; that the emergency exists by virtue of the
<br />necessity of the offer being open to acceptance for a limited period of time
