MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br /> OF THE CITY OF NORTH OLMSTED <br /> DECEMBER 10, 2013 <br /> Present: President of Council Jones; Council Members Barker, Brossard, Kearney, <br /> Limpert, Orlowski, Schumann, Williamson <br /> Also Present: Mayor Kennedy, Director of Law Gareau, Director of Finance Copfer, <br /> Director of Planning and Development Wenger. <br /> Absent: Clerk of Council Gallo <br /> Director of Human Resources Farver <br /> President Jones called the meeting to order at 9:22 p.m. in Council Chambers, 5200 <br /> Dover Center Road,North Olmsted, Ohio. <br /> Members of the audience were invited to join Council in the recitation of the Pledge of <br /> Allegiance. <br /> REPORTS <br /> Councilman Barker, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday December 10, 2013 at 9:05 p.m. Present were <br /> committee members Barker, Kearney & Schumann; Council President Jones; Council <br /> members Brossard, Orlowski, Limpert and Willliamson; Mayor Kennedy, Finance <br /> Director Copfer and Law Director Gareau and Planning/Development Director Wenger. <br /> • Discussed first was Ordinance 2013-107 which is an Ordinance providing for the <br /> issuance and sale of not to exceed $2,150,000 of Notes, in anticipation of the <br /> issuance of Bonds, to provide funds to pay costs of renovating, remodeling, <br /> rehabilitating, furnishing, equipping and otherwise improving buildings and <br /> facilities in the city's Recreation Center Complex and improving and equipping <br /> their site, together with all necessary appurtenances and work incidental thereto. <br /> There was a short discussion regarding 2013-107 as Council had a Committee of <br /> the Whole meeting earlier and the improvements were presented in depth. A <br /> motion was made to recommend approval to Council by Councilman Barker. The <br /> motion was seconded by Councilman Kearney and the vote was 3-0 to <br /> recommend approval of Ordinance 2013-107 <br /> • Discussed next was Ordinance 2013-108 which is an Ordinance providing for the <br /> issuance and sale of not to exceed $425,000 of Notes, in anticipation of the <br /> issuance of Bonds, to provide funds to pay costs of improving the city's storm <br /> water drainage system by replacing a culvert in Windsor Drive, together with <br /> work incidental thereto. This is for a culvert replacement. The past few years, the <br /> Administration has borrowed half of the close to one million dollars a year we use <br /> to resurface or repair selected streets. In 2014, the city is going to repair this <br /> culvert which was recommended by the County Engineer as well as four streets <br />
