CITY OF NORTH OLMSTED RESOLUTION NO. 2015 — 7 By: Mayor Kennedy A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH MARK HA YNES CONSTRUCTION INC. FOR CONSTRUCTION SERVICES TO PERFORM THE SPRINGVALE POND RENOVATION PROJECT, PURSUANT TO SPECIFICATIONS ON FILE WITH THE CITY ENGINEER, AND DECLARING AN EMERGENCY. WHEREAS, the Springvale Pond Renovation Project will involve construction of a new outlet control structure to provide the ability to lower the normal pond water elevation if and when desired; and WHEREAS, the project will involve removing sediment from the pond which accumulates over time; and WHEREAS, the Springvale Pond Renovation Project engineering estimate is less than Fifty Thousand Dollars ($50,000.00) and is not legally required by the City Charter to be competitively bid; and WHEREAS, time is of the essence, as construction completion is desired by March 15, 2015 in preparation for typical spring rain and to avoid conflict with Golf Course operations; and WHEREAS, Mark Haynes Construction Inc. is experienced in projects such as this and submitted a proposal in the amount of Forty Eight Thousand Dollars ($48,000); and WHEREAS, it is the desire of this Council to authorize the Mayor to enter into a contract with Mark Haynes Construction Inc. for the Springvale Pond Renovation Project. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor be and he is hereby authorized to enter into a contract with Mark Haynes Construction Inc. for construction services for the Springvale Pond Renovation Project. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that it is necessary that this Resolution go into effect immediately to ensure construction completion by the desired deadline of M a r c h 1 5 , 2015; and
