CITY OF NORTH OLMSTED <br /> ORDINANCE NO. 2015—69 <br /> BY: Mayor Kennedy <br /> AN ORDINANCE AMENDING THE TRAFFIC CONTROL <br /> FILE OF THE CITY OF NORTH OLMSTED TO PROVIDE <br /> FOR THE INSTALLATION OF SCHOOL ZONE SIGNAGE <br /> RELATED TO THE TEMPORARY LOCATION OF THE <br /> NORTH OLMSTED MIDDLE SCHOOL ON LORAIN ROAD, <br /> AND DECLARING AN EMERGENCY. <br /> WHEREAS, the North Olmsted City Schools have leased the former St. Richard School <br /> at Lorain Road and Country Club Blvd. to provide a temporary location for the Middle School <br /> during construction operations in 2015-2017; and <br /> WHEREAS, the School Zone on Lorain Road in this vicinity was removed pursuant to <br /> Ord. No. 2013-96 and needs to be reinstalled; and <br /> WHEREAS, it is the recommendation of the Director of Public Safety that the school <br /> zone designation, together with all signage, be reinstalled in the Traffic Control File; and <br /> WHEREAS, Chapter 305 of the Traffic Code provides for the maintenance of the Traffic <br /> Control File, which file can be amended only by ordinance duly adopted by this Council. <br /> WHEREAS, this Council, based upon this recommendation, has determined that it is in <br /> the best interest of the safety, health and welfare of the citizens of the City of North Olmsted to <br /> authorize installation of school zone signs including speed limitations on Lorain Road in the <br /> vicinity of the intersection of Country Club Blvd., and accordingly, by the adoption of this <br /> ordinance, expresses its desire to do so; and <br /> NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> NORTH OLMSTED, CUYAHOGA COUNTY,AND THE STATE OF OHIO: <br /> SECTION 1: That the Engineering Department be and the same is hereby authorized and <br /> directed to amend the Traffic Control File of the City of North Olmsted to reinstall the school <br /> zone designation on Lorain Road in proximity of Country Club Blvd. in accordance with <br /> requirements of the Ohio Revised Code, Ohio Administrative Code and / or the Ohio Manual of <br /> Uniform Traffic Control Devices for Streets and Highways. <br /> SECTION 2: That the Director of Public Safety be and he is hereby authorized to install <br /> signage and other markings, as appropriate, at the location described herein at section one (1). <br /> SECTION 3: That this Ordinance is hereby declared to be an emergency measure <br /> immediately necessary for the preservation of the public health, safety and welfare, and for the <br /> reason that this legislation must go into effect immediately in order to be in effective and allow <br /> for installation of signage before School opens in August, 2015; and further provided it receives <br /> the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force <br /> immediately upon its passage and approval by the Mayor. <br />
