CITY OF NORTH OLMSTED <br /> RESOLUTION NO. 2015—92 <br /> BY: Mayor Kennedy <br /> A RESOLUTION DISPENSING WITH A FORMAL RFP PROCESS <br /> AND AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT <br /> WITH RICHARD L. BOWEN & ASSOCL4TES, INC. TO PROVIDE <br /> ENGINEERING CONSULTING SERVICES TO THE CITY OF <br /> NORTH OLMSTED,AND DECLARING AN EMERGENCY. <br /> WHEREAS, this Council previously adopted Ordinance Number 2006-118 on <br /> May 16, 2006, authorizing the Director of Public Service to request proposals for <br /> engineering services, including the services of a City Engineer, to augment and assist the <br /> City's Division of Engineering; and <br /> WHEREAS, the Director of Public Service conducted the said authorized RFP <br /> process and recommended to the Board of Control that it approve a contract with Richard <br /> L. Bowen & Associates Inc., as the engineering firm most capable to perform the <br /> engineering services required at the most reasonable price; and <br /> WHEREAS, the City entered into a contract with Richard L. Bowen & <br /> Associates, Inc., providing for the former to provide engineering consulting services to <br /> the City; and <br /> WHEREAS, this Council later adopted additional resolutions, Resolution Nos. <br /> 2007-62, 2007-120, authorizing extensions of the contract between the City and Richard <br /> L. Bowen & Associates; and <br /> WHEREAS, Council, pursuant to Ordinance No. 2008-165, again authorized the <br /> Director of Public Service to request qualifications for consulting engineering services to <br /> serve as the City Engineer, including providing engineer employees to serve as the City <br /> Engineer and Assistant City Engineer; and <br /> WHEREAS, the Board of Control, on May 28, 2009, on the recommendation of <br /> the Director of Public Service, awarded a new contract to Richard L. Bowen & <br /> Associates Inc. to again provided engineering services as head of the Division of <br /> Engineering and to provide employees to serve as the City Engineer and Assistant City <br /> Engineer for a term of one (1) year, ending on June 1, 2010; and <br /> WHEREAS, a contract extension was granted by Council via Ord. 2010 —67, and <br /> expired on December 31, 2010; and <br />
